The Opportunity: Are you experienced in managing adoptions of roads, sewers, and public infrastructure (or think you are up for the challenge)? We're working with a national housebuilder based in Kings Hill, Maidstone, who are seeking a freelance Infrastructure Adoption Consultant to help clear a backlog of historic unadopted sites. This developer uses the NHBC Roads and Sewers (R&S) scheme for all adoption-related work. The priority for this role is to coordinate and complete the adoption of legacy sites in order to release financial guarantees and close out longstanding developments. Once these sites are resolved, the role will transition to supporting current live developments as they progress toward adoption. There is strong potential for contract extension or a permanent opportunity, depending on performance and future workload.

Key Responsibilities:

  • Take ownership of legacy developments requiring adoption completion under the NHBC R&S framework.
  • Coordinate inspections with local authorities and water boards; ensure all technical standards and legal requirements are satisfied for adoption.
  • Liaise with NHBC, local highway authorities, water companies, and statutory undertakers to progress adoptions and release financial guarantees.
  • Instruct and manage subcontractors and trades to complete any outstanding snagging or remedial works needed to achieve adoption.
  • Monitor the quality and completion of works on-site, ensuring compliance with authority standards.
  • Maintain and update an adoption tracker, providing regular progress reports to the Senior Technical Manager and Commercial Director.
  • Once the backlog is cleared, support the adoption process for current live sites moving through to completion.

What We’re Looking For:

  • A proven track record in managing adoption processes for roads, sewers, and public infrastructure — ideally within residential development (or someone that shows the ability to take on this role).
  • Strong working knowledge of Section 38, 104, and 278 agreements.
  • Experience working directly with housebuilders, local authorities, and utility providers.
  • Confidence in coordinating snagging works and giving clear instructions to trades and subcontractors.
  • Excellent communication, organisational, and problem-solving skills.
  • Self-motivated, proactive, and able to work independently with minimal supervision.
  • Ideal for senior professionals or semi-retired consultants seeking a flexible but meaningful role.

Why Join?

  • Directly contribute to the resolution of complex legacy adoption issues.
  • Key role in enabling the release of NHBC guarantees and closure of historic sites.
  • Hybrid working setup based in Kings Hill, with site visits as required.
  • Report directly to senior leadership in a supportive and well-structured national developer.
  • Freelance contract with strong potential for extension or permanent position.

If you’re passionate about resolving complex legacy issues, can confidently manage adoption pathways end to end, and want to work with a well-structured and supportive team — we’d love to hear from you.
