Swansea Council is seeking to commission a portfolio of creative applications that can build the foundations for a new Hoardings and Scaffolding Policy, to transform the visual impact of construction sites across Swansea city centre. Through this stage, we aim to create a portfolio of artwork designs that will be applied to hoardings - and potentially scaffolding - as construction and development projects progress for the foreseeable future.

The process will take place in stages:

  • Stage 1: Artists and designers are invited to submit an Expression of Interest (EOI) with a concept proposal and portfolio.
  • Stage 2: Shortlisted artists will develop full design concepts for inclusion in the portfolio.

Final designs will form a portfolio from which selected artworks will be installed on hoardings as construction and development sites emerge.

Application and Delivery Schedule

  • Midday, Monday, 16 February 2026: Submission of expression of interest
  • Monday, 23 February 2026: Shortlisted artists notified to go to full design
  • Monday, 4 March 2026: Deadline for submission of final design

Payment

Artists shortlisted to develop design concepts to finished design will receive a fee of £800. Should an artist be required to oversee or install the designs as applied artwork in future, a further fee will be applicable depending on the scale and circumstances, subject to negotiation.
