Contract: 12-month fixed-term contract, 35 hours per week (flexible working welcomed). Salary: £38,689 per annum plus benefits including a final salary pension scheme, generous annual leave, and flexible and hybrid working. Location: Manchester (hybrid work; 1–2 days on-site per week).

Introduction

Join our Corporate Services Directorate as a Governance Manager, strengthening governance and assurance across Arts Council England’s transformation programme. You will be at the heart of a growing Programme Management Office, establishing clear, proportionate governance to support effective decision-making, risk management, and delivery confidence across complex change initiatives.

Role Details

  • Lead the effective governance and assurance of transformation activity across Arts Council, working closely with programme and PMO leadership, delivery teams, and service owners to ensure governance frameworks are clearly defined, consistently applied, and proportionate.
  • Take ownership of day‑to‑day operation and continuous improvement of transformation governance, ensuring standards, controls, and decision‑making structures are well understood and embedded across programmes and projects.
  • Provide oversight of transformation activity, assessing delivery confidence, risk, dependencies, and alignment to strategic priorities.
  • Ensure issues are surfaced early and governance forums are supported with clear, high‑quality insight for effective decision‑making.
  • Shape clear, accessible reporting and assurance, translating complex delivery information into meaningful, decision‑ready insight for a range of audiences, including senior leaders.
  • Work closely with stakeholders across the organisation, acting as a bridge between delivery teams and senior leadership while maintaining independence.
  • Operate within governance structures, providing constructive challenge, and working effectively across organisational boundaries.

Qualifications

  • Experience working in governance, assurance, portfolio or PMO environments within complex organisations, ideally involving transformation or change.
  • Strong communication skills, ability to adapt to different levels of delivery maturity, and knowledge of project and programme management principles, including agile ways of working.
