Artemis Human Capital are recruiting for a Property Development Manager on behalf of a Private Equity backed, family-owned, healthcare leader as they continue to scale. This is a true end-to-end role: you'll identify and acquire sites, secure planning permission, manage delivery through to operational handover, and report progress directly to the board. You'll take ownership of projects from the first site visit through to the doors opening, sourcing opportunities, running feasibility, steering planning applications, coordinating the professional team, managing budgets, and overseeing delivery on the ground.
What You'll Do
- Acquisition & Growth
- Source and appraise on- and off-market opportunities
- Run feasibility studies covering planning, cost, and operational fit
- Build relationships with agents, landowners, developers, and local authorities
- Prepare investment appraisals and acquisition business cases
- Planning
- Own planning strategy and applications (full, outline, change of use)
- Manage planning consultants and liaise directly with Local Planning Authorities
- Coordinate submission packs and respond to planning conditions
- Progress sites from approval through to discharge of conditions
- Professional Team & Legal
- Instruct and manage architects, engineers, and specialist consultants
- Coordinate technical surveys (structural, environmental, utilities)
- Work alongside solicitors to manage conveyancing and legal due diligence
- Delivery
- Plan and manage works programmes (refurbishment, fit-out, light development)
- Procure and manage contractors and subcontractors
- Oversee on-site delivery - quality, safety, and programme
- Manage smooth handover into operations
- Compliance & Reporting
- Ensure compliance with planning, building regulations, and H&S standards across both jurisdictions
- Maintain accurate records and statutory documentation
- Manage project budgets and cost tracking
- Present clear, data-driven updates and recommendations to the board
- Sustainability
- Build energy efficiency and sustainability into project design
- Support wider ESG goals where relevant
What We're Looking For
- 5 years in property development, construction, or estates, with a track record of taking projects from acquisition through planning to completion
- Hands-on experience managing planning applications and external consultants
- Solid grasp of the planning and development process across Ireland (both jurisdictions a plus)
- Confident stakeholder manager - agents, contractors, consultants, board members
- Comfortable reading and interpreting technical drawings
- Commercially sharp, with experience managing budgets and timelines
