Grand Central is seeking a highly motivated and experienced Business Change Manager to lead and deliver its obligations to the East Coast Digital Programme (ECDP). This role focuses on ensuring successful adoption and integration of the European Train Control System (ETCS) to the Grand Central operated Class 180 fleet in readiness for Level 2 ETCS operation on the East Coast Mainline.

Job Responsibilities

  • Develop, monitor and update as necessary the budget for the project, maintaining control of all expenditure.
  • Identify the need for and manage the procurement of equipment and resources needed for GC to meet the ECDP (e.g. – People/roles, driver training simulator, accommodation, etc).
  • Ensure appropriate funding from Network Rail.
  • Through external contractor support and the wider ECDP team, ensure European Train Control System (ETCS) related standards along with changes to industry standards impacted by the ECDP are reviewed and actioned within GC where necessary.
  • Production of documentation necessary for GC to meet with ECDP requirements.
  • Develop and maintain comprehensive GC ECDP project and resource plans as well as maintaining the risk register for all relevant levels and departmental areas of the business, covering timescales, risks, progress, mitigations, etc.
  • Agree change requirements, deliverables and timescales within GC with relevant department heads.
  • Manage the Network Change process for GC in relation to ECDP.
  • Contribute to regular reviews as required from the Industry Change Manager.
  • Contribute to impact assessments and risk management processes when required by the Scope Management Board and/or the Industry Programme Manager.
  • Represent GC at ECDP meetings and other related/relevant forums and events.
  • Liaise and update within GC, including reporting to the GC Senior Leadership team and ECDP Steering Group.
  • Ensure GC has appropriate representation in working groups.
  • GC primary point of contact for ECDP.
  • Work closely with industry partners, as well as create advocacy for the ECDP, informing and supporting communications and promotion of the programme across GC and Arriva as relevant.
  • Responsible for managing the transition of the ECDP programme into GC business as usual, driving and facilitating the industry changes within the specific Industry Organisation, integrating various types of changes (e.g. fleet fitment, operations, infrastructure).
  • Oversee and direct work undertaken by the ECDP Fleet Engineer resource, ensuring alignment with project milestones and deliverables creating a cohesive approach to ECDP activity across Operations and Fleet.
