Key Responsibilities

  • Act as the named “competent person” for assigned clients, in line with the Management of Health and Safety at Work Regulations 1999.
  • Support clients in discharging their duty of care to employees, contractors, residents, visitors and guests across their sites or properties.
  • Undertake initial status reviews to assess current compliance levels, identifying gaps against the HSE’s HSG65 framework and recommending remedial actions.
  • Review and validate client risk assessments to ensure they are “suitable and sufficient”; generate action and monitoring plans where required.
  • Develop and support the implementation of bespoke fire, health and safety policies, procedures, and record‑keeping systems tailored to client needs – including support for new acquisitions, services, and emerging risks.
  • Deliver practical, hands‑on support to ensure first and second lines of defensibility for health and safety incidents are in place, evidencing that clients have taken all reasonably practicable steps.
  • Provide proactive updates and insights on legislation changes, regulatory guidance, and emerging risk themes affecting the client’s operations.
  • Plan and facilitate the setting of realistic short‑ and long‑term health and safety objectives, performance standards, and KPIs.
  • Assist with the planning and completion of statutory inspections, audits, incident investigations, and performance reviews.
  • Promote and embed a positive health and safety culture across client organisations.
  • Prepare high‑quality reports, presentations, and performance summaries for senior management and board‑level stakeholders.
  • Work collaboratively with internal Ark teams to deliver integrated risk solutions.

Essential Qualifications and Competencies

  • Chartered Member of IOSH (CMIOSH) or Fellow Member of IIRSM (or working towards within 12 months).
  • Minimum Level 4 qualification in Fire Risk Assessment.
  • Eligible for (or currently listed as) a Tier 2 or above fire risk assessor on the IFSM register of competence (or equivalent).
  • Strong knowledge of UK health and safety legislation, including HaSaWA 1974, Regulatory Reform (Fire Safety) Order 2005, Building Safety Act 2022, HSE guidance (e.g. HSG65) and other associated Approved Codes of Practice.
  • Proven experience of acting as a Competent Person or equivalent strategic health and safety advisor role.
  • Demonstrable expertise in designing, implementing and auditing H&S management systems aligned with ISO 45001 or similar.
  • Excellent verbal and written communication skills, with the ability to build rapport with stakeholders at all levels.
  • Highly organised with strong analytical and problem‑solving abilities.
