Senior Product Manager – One ITS & One View | UK Government Contract (via Systems Integrator) | £490/day | BPSS

— two interconnected products sitting at the heart of a major UK government department's Income Tax landscape, spanning PAYE, Making Tax Digital (MTD), and Self Assessment.

This is a senior, enterprise-level role for someone who can operate comfortably across strategy, discovery, architecture and governance — translating ambiguity into a clear, deliverable roadmap, and building genuine buy-in from senior stakeholders along the way.

  • Product Strategy & Vision
  • Owning and evolving the strategic vision for One ITS and One View, aligned to the department's wider business objectives
  • Developing and maintaining product strategies, roadmaps and outcome measures across multiple interconnected products
  • Translating strategic objectives into deliverable outcomes and prioritised opportunities
  • Supporting One ITS guiding principles and target-state propositions
  • Identifying opportunities to reuse existing departmental products and capabilities before commissioning anything new
  • Discovery & User-Centred Design
  • Leading complex discovery activity to surface user needs, business opportunities, risks and constraints
  • Championing evidence-based decision-making through user research, service design and performance data
  • Defining and testing hypotheses, assumptions and product concepts
  • Working with multidisciplinary teams to iterate prototypes, service concepts and future-state journeys
  • Balancing long-term strategic outcomes against short-term delivery pressure
  • Enterprise Product Leadership
  • Maintaining oversight of dependencies across One ITS, One View, PAYE, MTD, Self Assessment and related Income Tax initiatives
  • Spotting opportunities for convergence, simplification and service integration
  • Supporting capability mapping across the Income Tax landscape
  • Partnering with Enterprise Architects and Service Designers to keep product direction aligned to architectural and service strategy
  • Developing options and recommendations for sequencing delivery and investment
  • Stakeholder Management
  • Building strong relationships with senior business, operational, policy and technology stakeholders
  • Influencing decision-making through complex governance structures
  • Facilitating workshops and strategic discussions to resolve ambiguity and build alignment
  • Communicating complex product and service concepts to both technical and non-technical audiences
  • Representing the product vision at governance forums and investment boards
  • Delivery & Governance
  • Owning and maintaining prioritised product backlogs where required
  • Supporting delivery planning across Discovery, Alpha and Beta phases
  • Managing product risks, assumptions, dependencies and constraints
  • Defining measurable outcomes and success criteria
  • Contributing to business cases, funding requests and delivery plans
