Lands Manager Directorate: Corporate Services Directorate Service: Corporate Governance Service Unit: Land Management Location: Initially, City Hall, Bangor, however, may be required to work in any location across the Council Reports To: Head of Corporate Governance Responsible For: See list below Salary Scale: PO6 SCP 41 – 44 Car User Status: Casual PURPOSE AND FUNCTION OF THE POST This post is responsible for the management of Lands team and transactions on behalf of the Council. To be responsible to the Head of Corporate Governance for the overall management and professional oversight of the Councils Land and Public Right of Way portfolio and to provide effective leadership to the Compliance (lands) and Public Rights of Way Team. SERVICE AREA RESPONSIBILITY LAND MANAGEMENT The services falling within the remit of this post will vary from time to time with the following reflecting the current situation. To motivate and manage a team of 3 x Compliance Officers (Lands) and 1 x Public Rights of Way Officer to ensure effective service delivery and consistent application of Council policies and governance/legislative requirements. Management of all sales/disposals of Council land and acquisitions of any land that may be required for Council as part of a business case, project etc including land transactions associated with Capital Projects. Management of the leasing and licensing of Council land and responsible for the central Lease Licence register. Delegated authority to approve use of land requests where Council approval is not required in line with policy. Management of all other land matters including the granting of Easements/Wayleaves and encroachments/trespass on Council land. Management of the Councils Title Deeds Key stakeholder at the Estates Development Project Board providing updates and written reports as necessary in relation to ongoing land transactions and potential disposals of Council land. Management of Public Rights of Way in the Borough and ensure that the Council complies with its statutory obligations. Key contact with the Councils Legal and Valuation advisers. To develop and maintain effective working relationships and partnerships between and with council directorates, external customers, government departments, statutory bodies and Councils Auditors on matters regarding Land and Public Rights of Way management. To be responsible for the development and adherence to the Councils Lands Policy GENERIC SERVICE UNIT MANAGER RESPONSIBILITIES In conjunction with the Head of Service, to develop and implement a service unit business plan, and relevant policies and procedures in support of the Corporate Plan. To maximise performance across the team including effective implementation of performance management processes. To manage and review team members performance with the aim of development of skills and knowledge. To ensure the effective management of financial, human and physical resources and associated budgets in the delivery of the service. Comply with, and ensure that other staff comply with, Councils policies and procedures including those relating to health, safety, wellbeing and safeguarding. Promote equality and diversity across all service areas through clear leadership, effective policy implementation and demonstrating appropriate behaviours in line with Council values. To work closely with the Head of Service to ensure the conduct of regular inspections across the service units facilities. To implement an agreed planned maintenance programme to ensure that facilities are of an excellent standard. To liaise with legal services in compliance with terms set out in the legal contract. To work towards the achievement and/or retention of quality standards and/or standards of excellence and strive for continuous improvement. To meet set governance obligations, including legal, audit, procurement and financial regulations. To implement the agreed communication methodology your service unit. To ensure service unit specific performance indicators are effectively developed, measured, monitored, and reviewed to ensure continuous improvement. To produce relevant management information as required by the Head of Service. To be available out of hours as necessary as part of the emergency planning response team. To ensure compliance with Councils contracting, tendering and quotation systems/ procedures and ensure effective contract management within service unit. To review and update the service unit risk register. To assist the Head of Service to prepare annual estimates of capital /revenue expenditure and income within the service unit. To carry out all specified, and any other relevant, duties to the highest of professional standards, protecting the reputation and ensuring the integrity of the Council at all times. PERSON SPECIFICATION ESSENTIAL QUALIFICATIONS Degree or equivalent Level 6 qualification in a relevant subject area e.g. law, land and property management EXPERIENCE All applicants must be able to demonstrate at least TWO years practical and relevant experience of: Management of Land Transactions specifically (including at least 2 relating to sales, disposals, acquisitions, leasing and licensing of land) and Formal report writing for a committee/ board Additional relevant experience with Public Rights of Way. KEY SKILLS & ABILITIES Managing and motivating staff in a local government or similar type organisation, i.e. direct reports, in accordance with the principles of performance management and personal development. Managing relationships and working with multi-disciplinary project.
