The postholder will manage and carry out functions of the Estates Regulation (Marine Facilities & Car Parks) Service Unit in order to ensure our Marine facilities and Car parks ongoing compliance with appropriate legislation and best practice.
SERVICE UNIT RESPONSIBILITIES
- To provide oversight and line management responsibilities for the operational Harbours team to ensure Councils ongoing compliance with the Port Marine Safety code, achieved via a robust Marine Safety Management System (MSMS) and its extensive list of accompanying policies & procedures, including but not limited to:
- Marine Risk assessments
- Structural surveys
- Bathymetric surveys
- Port waste management plans
- To oversee the development, implementation and ongoing review of the Councils Harbours Strategy, ensuring they meet the needs of the Boroughs residents and marine-based businesses and aligns with Councils corporate priorities (Economic, Environmental & Social).
- Consistently achieving satisfactory independent audits for the MSMS and presenting findings to Council.
- To oversee the applications for and compliance with all relevant statutory consent processes applicable to our Marine facilities, including Marine Construction Licenses, Habitats Regulations assessments, Waste Transfer notes etc.
- To regularly monitor the effectiveness of our Marine Facilities, via stakeholder meetings, user surveys etc and implement appropriate improvements.
- To oversee the delivery of the Councils Marine Safety Training Scheme (MSTS), to promote marine safety within the local community.
- To look for opportunities to develop the MSTS and implement similar innovative schemes that align with Councils corporate objectives.
- To regularly review pricing structures at our marine Facilities in order to remain attractive to users but not result in an unacceptable burden to the ratepayer.
- To seek out and apply for external funding opportunities to help develop and improve our Harbours and Marine facilities at minimal cost to the ratepayer.
REGULATION OF CAR PARKS
- To oversee the development, implementation and ongoing review of the Councils Car Parks Strategy, ensuring that our car parks meet the needs of the Boroughs residents and businesses and aligns with Councils corporate priorities (Economic, Environmental & Social).
- Develop, Implement and review legislation in conjunction with Councils legal representatives and other stakeholders as appropriate.
- Develop and review car park enforcement contract specifications in conjunction with other local authorities through the regional off street parking group to support procurement exercises and ensure value for money for the Council.
- Overseeing enforcement services within our public car parks to ensure Councils ongoing compliance with relevant off street parking regulations.
- To continually review new technologies and developments in car park operation and management solutions to ensure a modern, efficient service to ratepayers, in line with Council legislative remit.
- To continually review current trends in sustainable transport solutions and ensure our car parks evolve to enable sustainable transport where practical.
- To implement and oversee a programme of regular car park inspections to ensure our car parks are maintained in a safe, compliant and attractive condition.
GENERAL RESPONSIBILITIES
- Managing the public spaces CCTV system provision including any monitoring or maintenance contracts and arrangements with third parties.
- Developing policies, processes and, in conjunction with Head of Service and Director of Environment, to deliver the strategic direction for Councils Marine Facilities and Car Parks.
- To continually seek out inefficiencies and opportunities for process improvement within the department and implement new policies or procedures in order to address them.
- To assist in the planning and execution of procurement exercises for relevant goods and services.
- To closely monitor these contracts and identify areas for improved efficiency.
- Develop, implement and review performance improvement plans and key performance standards and indicators for the unit.
- Support and assist other Service Unit Managers in the Environment Directorate to ensure the delivery of high quality services to the customer.
GENERIC SERVICE UNIT MANAGER RESPONSIBILITIES
- In conjunction with the Head of Service, to develop and implement a service unit business plan, and relevant policies and procedures in support of the Corporate Plan.
- To maximise performance across the team including effective implementation of performance management processes.
- To manage and review team members performance with the aim of development of skills and knowledge.
- To ensure the effective management of financial, human and physical resources and associated budgets in the delivery of the service.
- To comply with, and ensure that other staff comply with, Councils policies and procedures including those relating to health, safety, wellbeing and safeguarding.
- To promote equality and diversity across all service areas through clear leadership, effective policy implementation and demonstrating appropriate behaviours in line with Council values.
- To work closely with the Head of Service to ensure the conduct of regular inspections across the service units facilities.
- To implement an agreed planned maintenance programme to ensure that facilities are of an excellent standard.

- To meet set governance obligations, including legal, audit, procurement and financial regulations.
- To implement the agreed communication methodology for your service unit.
- To ensure service unit specific performance indicators are effectively developed, measured, monitored and reviewed to ensure continuous improvement.
- To produce relevant management information as required by the Head of Service.
- To be available out of hours as necessary as part of the emergency planning response team.
- To ensure compliance with Councils contracting, tendering and quotation systems/procedures and ensure effective contract management within the service unit.
- To review and update the service unit risk register.
- To assist the Head of Service to prepare annual estimates of capital/revenue expenditure and income within the service unit.
- To undertake investigations as investigating officer, when requested by Employee Relations.
- To carry out all specified, and any other relevant, duties to the highest of professional standards, protecting the reputation and ensuring the integrity of the Council at all times.
PERSON SPECIFICATION

QUALIFICATIONS
- Essential Requirements: A degree (or equivalent Level 6 qualification) in Law, Regulatory Studies, or another closely related discipline that includes the interpretation and application of legislation within a regulatory or enforcement environment.
- Desirable Requirements: Additional relevant professional qualifications.
EXPERIENCE
- Essential Requirements: Experience in reviewing and implementing legislation, in conjunction with external bodies. Demonstrate a minimum of three years experience of enforcement within a regulatory setting and up-to-date knowledge of relevant legislation and regulatory practice. Experience of dealing effectively with members of the public, elected members and partner agencies within a regulatory setting, together with an understanding of current regulatory requirements and best practice. Experience in dealing with a wide range of stakeholders to develop and implement Strategies.
- Desirable Requirements: Additional relevant experience working with a wide range of stakeholders to develop and implement strategies, policies and service improvements. Management experience, including responsibility for staff, budgets, projects or operational service delivery.
KNOWLEDGE, SKILLS & ABILITIES
- Essential Requirements: Working knowledge of relevant legislation/best practice in the regulation of Car Parks & Marine Facilities. Ability to manage a team effectively. OTHER REQUIREMENTS
- Essential Requirements: A full current driving licence valid in the UK (minimum Category B) with access to a form of transport that will allow fulfilment of the duties of the post or have access to a suitable form of transport which will enable the post holder to meet the requirements of the post.
