Job Background: To provide leadership and assurances across HR functions, ensuring high quality service delivery that supports policing objectives. The Deputy Principal will lead and develop HR teams, creating an inclusive and productive culture aligned to PSNI values. They will be accountable for the quality and compliance of HR outputs, effective performance management and for ensuring all HR activities adhere to legal, regulatory and governance frameworks.

Hours of Work: Monday – Friday 37 hours per week. With a requirement to work outside office hours when necessary to meet the demands of the role.

Salary: £47,304 - £49,515 plus £1422 environmental allowance.

Main Activities:

  • Lead HR teams and provide guidance to stakeholders, inspiring capability development.
  • Provide quality assurance of work delivered by Staff Officers and other HR colleagues, ensuring accuracy, consistency and compliance with policy.
  • Create and sustain an inclusive, supportive and high-performing team culture aligned to PSNI values.
  • Lead on performance of HR teams, including objective setting, monitoring delivery and risk management.
  • Support HR Strategic Lead/Director in delivering KPIs and strategic objectives.
  • Act as subject matter expert for complex HR issues.
  • Build strong relationships with stakeholders to implement innovative people solutions.
  • Lead cross-departmental HR collaboration and partnership working.
  • Research and embed HR best practice from a national perspective.
  • Lead and chair HR projects, initiatives, and policy development.
  • Ensure high-quality customer engagement and pragmatic HR service delivery.
  • Drive efficiency and accountability through improved processes and practices.
  • Ensure the Chief Constable’s vision is embedded in HR practice.
  • Provide senior-level input to workforce planning, talent management, and organisational change.
  • Oversee complex employee relations including disputes, unions, and tribunal input.
  • Ensure compliance with employment law and HR governance frameworks.
  • Ensure all HR activities meet legal, regulatory and governance requirement, providing assurance to leadership.
  • Contribute to the Workforce Strategy objectives and embedding the HR Operating Model.

Person Specification

Essential Qualifications: Relevant degree or equivalent HR/business/law qualification.

Essential Skills and Experience:

  • Minimum of 3 years’ progressive HR experience, including a minimum of 1 year in management or senior advisory role.
  • Demonstrated experience of managing resources to ensure the effective and efficient delivery of corporate priorities and organisational objectives.
  • Demonstrated ability to ensure compliance with legal, regulatory and governance frameworks in HR practice.
  • Demonstrated ability to build and lead inclusive, high performing teams that reflect organisational values and promote staff wellbeing.

Essential Other: The successful candidate must have access to a form of transport which will enable them to fulfil the responsibilities of the job in full. IT literate specifically in the use of the Microsoft Office suite. (Including MS Word, MS PowerPoint, MS Excel and MS Outlook).

Desirable Skills and Experience:

  • Chartered Membership (MCIPD) or working towards equivalent professional accreditation.
  • Experience of HR leadership in policing, justice, or wider public sector environment.
  • Experience delivering workforce planning, talent management, or organisational change programmes.

Additional Information: Appointment will be dependent on the individual satisfying the vetting requirements for the post which will vary according to the work area appointed to. Please note that for all appointments there is a minimum requirement to have a three year checkable history, which includes a requirement for candidates to have resided in the UK for the three years immediately preceding their vetting application.
