Role OverviewHR Partner & Competency Manager - responsible for designing and implementing a comprehensive workforce planning framework across our UK civil nuclear site. The role combines workforce analytics, talent management, and HR partnership to ensure the organisation has the right skills, in the right place, at the right time to meet long term objectives.
Key Responsibilities- Lead on time execution of the site staffing plan for both internal and external workforce, coordinating actions with site management, resource manager, and external providers.
- Develop, consolidate and update the site staffing plan; produce inputs for project reporting and KPIs.
- Coordinate external workforce staffing process, monitor agency performance, provide KPI tracking and continuous improvement actions.
- Support permanent recruitment: coordinate with hiring managers and recruiters, assist the offer process, and liaise with Talent Acquisition.
- Support international mobility and induction programmes for staff arriving on site.
- Act as first point of contact on site for HR topics, provide coaching to managers, and participate in UK wide HR routines.
- Develop partnership with site management and managers to deliver tools and support for team development and performance management.
- Lead the Strategic Workforce Planning (SWP) project: analyse workforce data, forecast future needs, run gap analyses, design multi year action plans, and coordinate project execution with all stakeholders.
- Support competency management processes, including People Review on site and coaching for managers.
- Ensure ethical, transparent practices and high integrity in all recruitment and workforce planning activities.
- Human Resources related degree or CIPD Level 5 minimum.
- Strong communication skills; ability to build and manage relationships at all levels.
- Experience managing agency staffing (permanent and temporary).
- Proficiency with HR analytics tools and data driven decision making.
- Experience in a cross functional, multi cultural, and international environment.
- Background in resource mobilisation, recruitment, or Human Resources Management.
- Excellent planning and prioritisation skills, able to thrive in time constrained environments.
- Knowledge of the nuclear industry or of a power plant site is an advantage.
- Integrity and adherence to high ethical standards in all actions.
- Fluent in English.
