As a Deputy EHS Manager you will support the EHS Manager in leading, governing, and implementing the site Environmental, Health & Safety Management System across all project activities at Hinkley Point C. Ensure operational compliance with UK statutory requirements, Construction (Design and Management) Regulations 2015 (Contractor duties), Nuclear Site Licence Conditions, and contractual/client standards. Act as the deputy across all operational, commercial, and leadership functions, assuming full delegated authority and leadership of the site EHS team when required.

Responsibilities

  • EHS Operational Management & Deputising Leadership
    • Act as the designated deputy for the EHS Manager across all leadership, governance, and site operational requirements.
    • Represent Arabelle Solutions at senior leadership forums, cross-contractor coordination meetings, and as an interface with the Principal Contractor and ONR during delegated periods.
    • Lead, direct, and mentor the multi-disciplinary site EHS team, ensuring clear work allocation, timely interventions, and consistent performance standards.
    • Monitor compliance with the Site EHS Plan, Commissioning Safety Rules, Permit to Work systems, and safe systems of work (RAMS), taking immediate corrective action in the event of non-compliance.
    • Support project commercial and risk management activities by contributing EHS insights to variations, claims defence, and programme risk evaluations.
  • Subcontractor Assurance & Oversight
    • Manage and execute the subcontractor EHS assurance programme, including planned audits, routine site inspections, and occupational health surveillance monitoring.
    • Review and approve subcontractor EHS documentation, lifting plans, method statements, and training matrices.
    • Drive continuous maturity improvements across subcontractor teams to hit compliance KPIs and reduce repeat findings.
  • Incident Investigation, Governance & Continuous Improvement
    • Lead and oversee formal investigations for all site EHS events (accidents, near misses, environmental events, and property damage), ensuring thorough root cause analysis.
    • Track corrective actions to closure, verifying effectiveness to prevent systemic recurrence.
    • Collate, analyse, and deliver leading and lagging EHS performance metrics, risk escalation reports, and executive dashboards.
  • Training, Engagement & Culture
    • Oversee the implementation and administration of the site EHS training matrix, pre-deployment briefings, and inductions.
    • Drive a high-reliability safety culture through visible leadership, delivery of targeted toolbox talks, and workforce engagement campaigns.

Education & Qualifications Required

  • NEBOSH National Diploma (or NEBOSH General Certificate with demonstrable senior nuclear / major project construction experience).
  • Thorough operational knowledge of CDM Regulations 2015 (Contractor duties), UK EHS legislation, and Nuclear Site Licence Conditions.
  • ISO 45001 / ISO 14001 Lead or Internal Auditor, CMIOSH or CertIOSH, and recognized lead incident investigation qualification.

Experience & Skills

  • Proven EHS management experience within major nuclear new build, power generation, or high-hazard complex construction environments.
  • Strong track record of managing multi-contractor interfaces and executing rigorous assurance programs.
  • Robust communication, influencing, and leadership skills across multi-cultural teams and senior client tiers.
