Place of Performance: The work to be performed under this contract will be at Naval Medical Center Portsmouth.

Scheduling: Varied shifts Sunday through Saturday. In no instance will the HCW be required to provide services in excess of eighty (80) hours per two-week period, inclusive of the weekend and holiday services. Typical shifts are 0645-1915, 1845-0715, 0645-1515, 1845-0315, 1045-1915, 2245-0715. Schedules for required shifts shall be provided to the Contractor twelve (12) weeks in advance. Any changes to the schedule shall be submitted to the PM seventy-two (72) hours in advance of the required change.
Medical Supplemental (Type I) Substitute Contract Worker: The place of performance will not require a substitute contract worker unless the permanent contract worker is absent for more than 3 calendar days.
Closures: During unplanned closures due to no fault of the Contractor, the contract worker will be compensated for the unplanned closure (personal services only).
Mission Essential: RN Labor and Delivery is designated as mission essential.
Legal Authorization to Work in the United States: The contract worker performing under this contract must be a US Citizen.
Primary Responsibilities: Contracted personnel shall perform a full range of duties consistent with their labor category, education, training, experience, clinical privileges (as applicable), and assigned position. General duties include:
- Maintain a level of productivity comparable with that of other individuals performing similar services.
- Participate in peer review and performance improvement activities.
- Practice aseptic techniques as necessary.
- Comply with infection control guidelines.
- Function with an awareness and application of safety procedures.
- Perform efficiently in emergency patient situations following established protocols.
- Anticipate potential problems/emergencies and make appropriate interventions.
- Notify supervisor regarding problems that cannot be managed.
- Apply an awareness of legal issues in all aspects of patient care.
- Participate in the implementation of the Family Advocacy Program.
- Maintain an awareness of responsibility and accountability for own professional practice.
- Participate in continuing education to meet own professional growth.
- Attend and/or comply with all annual training classes required by the MTF.
- Actively participate in the MTF’s Performance Improvement Program.
- Provide training and/or clinical direction as applicable to supporting government employees.
- Perform timely, accurate, and concise documentation of patient care.
- Maintain documentation of all treatment provided in accordance with clinic directives.
Minimum Qualifications:
- Degree: Associates Degree of Nursing.
- Education: Graduate from a college or university accredited by the Accreditation Commission for Education in Nursing (ACEN) or the Commission on Collegiate Nursing Education (CCNE).
- Experience: Minimum of one (1) year of experience as an RN working in an inpatient intrapartum (Labor and Delivery) setting within the last two (2) years.
- Certifications: Basic Life Support (BLS), Advanced Cardiac Life Support (ACLS), Intermediate Fetal Heart Monitoring certification, Neonatal Resuscitation Program (NRP), Advanced Life Support in Obstetrics (ALSO) or Emergencies in Clinical Obstetrics (ECO), STABLE certification.
- Licensure: Current, full, active, and unrestricted license to practice as a Registered Nurse.
Additional Requirements: Clinical simulations and drills are facilitated by the unit nurse educator. Employees are encouraged to participate.
