The York and North Yorkshire Combined Authority was established as a new organisation in early 2024. It is a public sector employer with access to powers and funding to unlock transport and housing improvements, boost skills provision and help the economy transition to net zero for York and North Yorkshire. The Mayor also holds responsibilities in relation to Policing, Fire and Crime.

The York and North Yorkshire Combined Authority is seeking to appoint a Strategy and Policy Officer to lead our work on rough sleeping and homelessness and also support our housing team in the development of strategies and policies. Reporting to the Senior Manager (Housing) within the Economy Directorate, this role will support the development and preparation of key housing and homelessness strategies and plans as well as support programme implementation. The Housing team support a wide range of developments including Spatial Development Strategy, Housing Growth Strategy, delivering our Brownfield Housing commitments and the newly secured Homelessness and Rough Sleeping programme. The work requires working in partnership with Local Authorities, Government Departments, Universities and other key stakeholders to ensure the Combined Authority develops a strong and robust strategic and evidence led approach.

What you will bring:

  • Good understanding and experience of housing, rough sleeping and homelessness policies, programmes and plans
  • Experience of working in collaboration with a range of stakeholders in both the public, private and VCSE sector
  • Significant knowledge of programme management and proven record of delivering results
  • Experience of leading and managing the commissioning of projects and programmes
  • Good communication skills
