We are seeking a highly capable Senior Property Officer to play a pivotal role in delivering our Corporate Landlord objectives. This is a key enabling role for the service, combining strategic oversight, analytical capability and programme and project management with sound knowledge of property functions and processes.
Key responsibilities:
- Provide programme level oversight of property‑related initiatives, ensuring transparency and effective co‑ordination of service delivery and organisational transformation programmes.
- Manage risk, governance and assurance arrangements for property projects and programmes.
- Lead and deliver complex programmes and projects, including estate optimisation, asset rationalisation together with non‑property specific projects such as technology and process improvements.
- Lead the continuous improvement of property systems, processes and ways of working through application of business analysis skills to identify opportunities or address known issues in the service, develop robust business cases and recommendations for senior stakeholders and deliver the agreed change through to benefits realisation.
- Translate service‑wide data and intelligence into clear insight, supporting evidence‑based decision‑making and improved property performance.
- Engage effectively with internal stakeholders, external partners, consultants and agents to deliver agreed outcomes.
You will bring:
- Significant experience of delivering end to end service improvement initiatives, ideally in a public sector property management or complex organisational setting.
- Demonstrable expertise in business analysis, including process mapping, financial appraisal, option development and benefits realisation.
- Proven experience of leading or managing programmes and projects, with the ability to balance multiple priorities and deliver to time and budget.
- Significant experience of devising and delivering service performance information from the granular to strategic level.
- Strong strategic thinking skills, with experience of influencing senior leaders and shaping policy or strategy.
- A sound understanding of property management processes and the Corporate Landlord.
- Excellent communication and stakeholder‑management skills, with the ability to present complex information clearly and persuasively.
