About the role
The Localities Team comprises three service teams: Communities, Parish Liaison & Local Devolution, and Migrant Programmes. Through collaboration, connection, and engagement, the Localities Team has two core aims:
- Prevention and community resilience
Supporting communities to contribute to the Council and public health prevention priority to reduce, prevent or delay the point at which people need to access statutory health and social care services. Supporting people to live longer, healthier, and independent lives within their community and contributing to broader public health priority to reduce health inequalities. Supporting communities to become more resilient to respond to local challenges.
Ensuring that the places where people live, now and in the future, create new opportunities, promote well-being, and reduce inequalities so that people have better lives, in stronger communities and achieve their potential.
The Communities Team approach is to work collaboratively in partnership with internal services, external partners, communities, and voluntary and community organisations to achieve shared community objectives, build and strengthen relationships, and support voluntary and community sector partners to become more sustainable and better able to meet increasing demand.
This role, based in Scarborough, will work alongside colleagues in the East Communities Team to deliver the following programme of work:
- Increase the active participation of residents in their local communities leading to improved physical and mental well-being and a reduction in social isolation and loneliness (Prevention).
- Reduce adverse impacts of service or budget cuts on local communities and support communities to be prepared for and respond to emergencies (Community Resilience).
- Ensure that the places where people live, now and in the future, create new opportunities, promote well-being, and reduce inequalities through the creation of resilient and inclusive local economies that benefit the local area (Social Regeneration & Community Wealth Building).
- Ensure a corporate approach to ensuring that communities and agencies collaborate to make best use of resources, minimise wastage, and are able to generate alternative sources of income (Community Partnerships).
The posts are classified as suitable for hybrid working with an office base at one of the local Council Offices. They require travel across the East Communities Team patch, North Yorkshire, and occasionally beyond.
About you
This post requires a good knowledge and understanding of effective partnership working, as well as sound comprehension of the key challenges facing communities and public sector organisations in North Yorkshire. Experience of working with communities to support and enable them to develop, and a good understanding of the role of the community and voluntary sector in service delivery are also essential.
The work will require an entrepreneurial and motivated aptitude, excellent partnership and influencing skills, strong management capability, and the willingness and ability to work flexibly including some evenings and occasional weekends.

The post is for 12 months (until 30 September 2027 – Maternity Cover), we can either accept a fixed term or secondment contract. The secondment will need to be agreed between you and your current manager before employment starts.
