The predicted salary is between 13 - 17 £ per hour.

Role: Waste Resource Management Chargehand

Hourly Rate: £15.31 per hour (£17.68 with allowance)

Working Hours: Monday - Sunday shift pattern. 4 weekly rotation to include 2 weekends within the 4 weeks.

Duration: Temporary Contract, 3 months with review to extend as required.

Essential Criteria

  • A minimum of 5 GCSEs (Grades A-C) to include English and Maths or equivalent.
  • Consideration may be given to those candidates who do not hold the above academic qualifications but who can demonstrate a minimum of 2 years’ experience as below.
  • A minimum of 1 years’ relevant supervisory experience e.g. refuse collection, street cleansing, household recycling centre.

MAIN PURPOSE OF JOB

Responsible to the Waste & Resource Management Supervisors for the day-to-day supervision of the Council’s Household Recycling Centres. To ensure the services are carried out in accordance with the Quality Standards set by the Council. Assist the Waste & Resource Management Supervisors to manage human, physical, and financial resources to ensure maximum efficiency and effectiveness. Provide leadership, monitoring of performance, continuous service improvement and quality of service delivery in compliance with current legislation and regulations.

PRINCIPAL RESPONSIBILITIES

  • Assist in the delivery of the day-to-day operation of the Council’s Household Recycling Centres including the deployment, supervision, and control of Waste & Resource Management operatives to ensure the delivery of a quality service and in line with the section Business plan.
  • Assist in ensuring that Household Recycling Centres are clean, customer focussed, open and closed at designated times, fully serviced by in-house and out-sourced contractors and remain legally compliant at all times.
  • Assist in ensuring that staff are provided with the necessary plant, equipment and materials to carry out their work effectively and efficiently, working closely with the Fleet Management to ensure all vehicles and plant are serviced and maintained.
  • Monitor and maintain high quality standards of recyclable material collected at the Household Recycling Centres.
  • Assist in the maintaining of records and report information relating to the performance of the Household Recycling Centres, Fleet, Plant and Equipment.
  • Assist the Waste & Resource Management Supervisors and Waste Operations Manager in ensuring compliance with Duty of Care legislation.
  • Assist in the day to day management of the Council’s fleet, plant and equipment by ensuring all vehicles, plant and equipment are operated in a safe, efficient and legally compliant manner.
  • Participate in education/awareness activities as required by the Waste Operations Manager, including advice to the public.
  • Assist in the promotion of the provision of a customer orientated service including providing a high level of internal and external customer service including taking ownership of customer queries and complaints and following through to completion and ensuring continuous improvement.
  • Carry out fire warden and first aid duties as and when required.
  • Liaising with members of the public in regard to the provision of services for which the Council may levy a charge.
  • Assisting in the promotion and development of the Council’s commercial waste disposal service at Bruslee Recycling Centre.
  • Assist with Refuse and Street Cleansing as and when required.
  • Assist in managing employee attendance via the Time Management System and the Council Managing Attendance Policy.
  • Deputise for the Waste & Resource Management Supervisors as and when required.
  • Participate in relevant human resource issues including recruitment and selection, interviewing, disciplinary, grievance and sickness/absence management as required.
  • Contribute to the overall performance of the Waste Management Section to ensure key performance indicators for the Section are achieved.
  • Demonstrate a team approach to achieving the objectives of the Section through full flexibility in relation to tasks undertaken.
  • Provide a high level of internal and external customer service including taking ownership of customer queries and complaints and following issues through to completion.
  • Ensure procedures and policies to manage risk are implemented within the department and investigate accidents/incidents to ensure Council compliance with corporate governance requirements.
  • Arrange and deliver induction training and instruction of staff. Instruct staff in the operation of vehicles, plant and equipment, identifying training in line with statutory legislation.
  • Continuously develop personal knowledge and skills to enhance internal and external customer service.
  • Attend meetings and participate in all training relevant to the work of the Section, including the delivery of relevant toolbox talks, ensuring that they are up-to-date, maintained, and understood by all staff.
  • Comply with, and ensure that staff comply with, Council’s policies and procedures including those relating to Health, Safety and Well-being.
  • Carry out any duties which may be assigned including working in other Sections of the Section, Department or Council.
  • Comply with the Council’s Financial Regulations.
