The Technical Standards Manager will report to the Head of Development Services; working within a team involved in the active programming and approval of general needs and supported housing schemes to provide technical support within the Development Programme Group; dealing with the evolution and assessment of schemes to meet the requirements of the Housing Association Guide. As a senior professional in the team, the Technical Standards Manager may be required to cross professional boundaries to make a contribution to the overall management of the group.
Key Responsibilities
- Manage the technical appraisal of scheme proposals to ensure compliance with the relevant design requirements and criteria contained within the Housing Association Guide.
- Evaluation of schemes when submitted for approval within and above TCI to secure delivery in line with the agreed programme.
- Evaluation and assessment of Technical content at all key development stages to ensure Value for Money and compliance with technical procurement requirements of the Housing Association Guide.
- Participate in the formulation of design standards, lifetime homes, energy conservation and sustainable issues and represent the NIHE as required in relation to these matters to ensure a customer-focussed and responsive service delivery.
- Provide advice and guidance on the formulation, interpretation and implementation of standards, policy and procedures and requirements of the Housing Association Guide as required.
- Should be conversant with design standards/requirements for approving new build and other category schemes.
- Supervision and management of subordinate professional/technical and administrative staff to ensure schemes are delivered to the agreed appropriate professional standards and to meet programme delivery dates.
- Contribute to the promotion and development of new technology, systems and staff training as necessary.
- Contribute to analysis of scheme data to inform technical policy and procedural recommendations for inclusion in the Housing Association Guide.
- Any other duties as required related to the achievement of the teamโs objectives and Business plan, including representing the team at meetings, committees or other groups.
- To prepare appropriate business cases, tenders and quotations, in line with financial and procurement regulations, policies and procedures and corporate timescales.
- To provide a high level of internal and external customer service, resolving customer queries and complaints and following issues through to completion.
Essential
Applicants must provide evidence by the closing date for application that they meet the following essential criteria:
- (i) Have a degree level qualification or equivalent Level 6 qualification, and demonstrate a minimum of 3 years relevant experience OR (ii) Have an Architect qualification and demonstrate a minimum of 3 years relevant post qualification experience OR (iii) Can demonstrate equivalent continuing professional development of experiential learning and demonstrate at least 5 years relevant experience. Relevancy will be determined with due regard to the duties and level of responsibilities set out in the job description for this role.
