FPS Dental Team Leader

Main Responsibilities
- Responsibility for scheduling workload and providing direction on a day to day basis to the Payments Department.
- Ensuring that resources are available and arrangements are in place for staff and the department to meet directorate and organisational deadlines and comply with Standing Financial Instructions.
- Utilise IT based solutions for the management and control of the workload of the department, producing routine and ad hoc reports as required.
- Lead in the development of consistent and efficient working practices across the teams involved in the payments process, ensuring that the most effective and efficient payments processes are in place across all teams.
- Review processing throughput with FPS Service Manager weekly to ensure that backlogs do not build up and that contractors are paid promptly, accurately according to the relevant payment regulations and the BSO Standing Financial Instructions.
- Ensure controls are in place to eliminate fraudulent and unauthorised payments.
- Review list of any outstanding payments/approvals weekly with staff to ensure that payments are being monitored and followed up in accordance with the relevant procedures.
- Monitor the expenditure of payments department and other related expenditure, ensuring monitoring of the entitlement of contractors to payments.
- Support the FPS Service Manager in developing and implementing payment monitoring mechanisms for contractors.
- Implement robust payment review processes with contractors, though the use of activity, benchmarking data and health care governance information.
- Analyse and interpret relevant payments data for presentation to stakeholders (internal and external).
- Develop standardised reports to improve quality and consistency of reporting.
- Develop specialist knowledge of the relevant payment regulations, to advise HSC colleagues on contractual issues as required and ensuring all developments and initiatives are implemented in a timely manner.
- Identify variation in payments, contractor performance and submission trends and to recommend actions to improve quality, reduce variation and increase payment throughput.
- The post holder will be expected to work with autonomy and be able to demonstrate the ability to interpret, apply and implement national policy guidance and regulations.
- Monitor service performance in relation to local, regional and financial targets etc. and to recommend and implement remedial action where appropriate.
- Escalate areas of concern to the FPS Service Manager and the Assistant Director of Family Practitioner Services.
- Develop & maintain links with HSC Board budget holders to ensure that robust systems are in place and maintained for reporting of payments made and agreeing protocols for month end/year end closedown.
- Provide advice and guidance to staff/contractors on all aspects of payments, including query resolution, payment reconciliations, system operations, and interpretation of relevant guidelines.
- Build and maintain positive and effective working relationships with a range of stakeholders to ensure that all required work is completed within agreed timescale and resource allocation.
- Contribute to the continuous improvement of the delivery of an efficient and effective customer focused service. This will involve gaining an understanding of the work done by and demands placed on managers throughout the organization.
Essential Criteria
- Relevant University degree/professional qualification and minimum 2 years experience in a managerial capacity within a Finance/Payments role.
Or
- Minimum 4 years experience in a managerial capacity within a Finance/Payments environment.
- Full UK driving license and access to a car.
