We are seeking an exceptional Programme Manager to lead largeâscale, highâvalue programme delivery across major NHS and UK Government environments. This role combines both strategic leadership and handsâon programme ownership, from bid stage through mobilisation and full delivery.
Key Responsibilities
- Leading endâtoâend bid and tender processes for significant publicâsector transformation programmes.
- Owning major programme delivery from award through execution, ensuring highâquality governance, commercial control, and operational success.
- Managing complex, multiâworkstream programmes with a Total Contract Value between ÂŁ40m and ÂŁ100m.
- Working closely with senior stakeholders across the NHS, Government departments, and partner organisations.
- Driving PMO standards, risk management, resource planning, and benefit realisation.
- Ensuring delivery aligns to contractual, regulatory and compliance requirementsâparticularly in sensitive or secure environments.
Your Experience
- Proven track record leading large, complex, multiâyear programmes within NHS or UK Government.
- Inâdepth practical knowledge of TUPE regulations and experience managing the transfer of large employee groups.
- Project Professional.
- Strong experience in competitive tendering, bids, commercial negotiation and programme mobilisation.
- Comfortable operating at executive level with strong governance, financial oversight and delivery assurance.
- Security Clearance (SC) is highly desirable; candidates must be eligible for clearance as a minimum.
- Excellent communicator, confident leader, and strategic thinker with handsâon delivery capability.
Initial contract: 3â6 months, with strong likelihood of extension

Location: UKâbased, remote with some onâsite client engagement
Day rate: Competitive, dependent on experience
