An established UK-regulated banking institution is seeking an accomplished Head of Regulatory Reporting to lead its regulatory and prudential reporting function. This is a senior Finance leadership position with responsibility for ensuring the accurate, timely and compliant delivery of the Bank's regulatory reporting obligations while maintaining a robust framework of governance, controls and data integrity. The successful candidate will provide technical and strategic leadership across regulatory and prudential reporting, working closely with Finance, Risk, Treasury and other key stakeholders to ensure the Bank remains responsive to an evolving UK regulatory environment. The position presents an excellent opportunity for either an established Head of Regulatory Reporting or a highly experienced Deputy Head/Senior Regulatory Reporting Manager ready to assume broader functional leadership.

Key Responsibilities

  • Regulatory Reporting
    • Lead the Bank's regulatory reporting function, ensuring the accurate, complete and timely preparation, review and submission of all applicable regulatory returns.
    • Oversee submissions to the Prudential Regulation Authority (PRA), Bank of England, Financial Conduct Authority (FCA) and other relevant regulatory authorities, as applicable.
    • Maintain oversight of key regulatory reporting requirements including COREP, FINREP, capital adequacy, liquidity, leverage, large exposures, asset encumbrance and statistical reporting.
    • Ensure appropriate oversight of relevant returns and metrics including LCR, NSFR, PRA110 and other applicable PRA and Bank of England submissions.
    • Ensure regulatory returns are appropriately reconciled to financial records, underlying source systems and management information.
    • Maintain clear supporting documentation, interpretations, methodologies and audit trails across regulatory submissions.
    • Ensure emerging reporting issues, exceptions or potential breaches are identified, escalated and remediated promptly.
  • Prudential Reporting & Regulatory Framework
    • Lead and coordinate the regulatory reporting contribution to the Bank's key prudential assessments and documentation, including ICAAP, ILAAP, Recovery and Resolution Planning, Pillar 3 disclosures, Solvent Exit Analysis and associated stress-testing requirements, as applicable.
    • Oversee regulatory capital calculations and reporting, including CET1, Tier 1, Total Capital, Risk-Weighted Assets and leverage requirements.
    • Work closely with Risk and Treasury on capital, liquidity, stress testing, exposures and related prudential matters.
    • Monitor key prudential ratios and emerging trends, ensuring senior stakeholders receive appropriate early warning of potential regulatory implications.
    • Ensure consistency between regulatory returns, prudential assessments, financial information and underlying risk data.
    • Provide technical advice on the prudential implications of significant balance-sheet movements, transactions, products and business developments.
  • Regulatory Change
    • Maintain up-to-date knowledge of developments in UK prudential regulation and regulatory reporting requirements.
    • Assess the impact of new and emerging regulatory requirements on the Bank and coordinate their implementation across relevant functions.
    • Provide technical leadership on Basel 3.1 and subsequent prudential regulatory developments, ensuring reporting frameworks, methodologies, systems and controls remain appropriately aligned.
    • Translate complex regulatory requirements into clear actions and provide practical guidance to senior management and relevant stakeholders.
    • Maintain appropriate regulatory horizon scanning and ensure material developments are communicated to relevant governance forums.
  • Governance, Controls & Data Integrity
    • Maintain a robust governance and internal control framework across regulatory reporting.
    • Ensure appropriate preparation, review, validation, challenge and sign-off processes operate effectively.
    • Maintain comprehensive regulatory reporting policies, procedures, process maps and supporting documentation.
    • Ensure the completeness, accuracy and integrity of data used in regulatory reporting.
    • Oversee reconciliations between regulatory reporting data, Finance records and relevant source systems.
    • Strengthen data lineage, data mapping and reporting controls across the regulatory reporting architecture.
    • Lead the remediation of reporting weaknesses, data-quality issues and control deficiencies.
    • Support internal and external audit reviews and ensure agreed actions are appropriately addressed.
    • Maintain a strong culture of regulatory reporting accuracy, accountability and control.
  • Regulatory Reporting Transformation & Automation
    • Drive continuous improvement across the regulatory reporting operating model.
    • Identify opportunities to automate regulatory reporting processes and reduce manual intervention and operational risk.
    • Work with Technology, Finance and other stakeholders to enhance regulatory reporting systems, data flows and reporting infrastructure.
    • Provide appropriate oversight of data mapping and system changes affecting regulatory reporting.
    • Ensure new reporting solutions are appropriately tested, documented and embedded within the control framework.
    • Promote greater efficiency, scalability and resilience across the regulatory reporting function.
  • Senior Stakeholder & Regulatory Engagement
    • Act as the Bank's senior subject-matter expert on regulatory reporting matters.
    • Develop strong working relationships across Finance, Risk, Treasury, Compliance, Internal Audit, Technology and relevant business functions.
    • Support and, where appropriate, participate in engagement with the PRA, Bank of England, FCA, external auditors and other relevant stakeholders.
    • Provide clear analysis of prudential metrics, regulatory developments and emerging reporting issues to senior management.
    • Prepare regulatory and prudential reporting materials for relevant management and governance committees.
    • Attend and contribute to ALCO and other relevant governance committees, as required.
    • Ensure senior management and relevant committees understand the potential impact of significant regulatory developments.
    • Provide constructive technical challenge where necessary while maintaining effective stakeholder relationships.
  • Leadership & People Management
    • Provide leadership, direction and technical oversight to the regulatory reporting function.
    • Establish clear standards of performance, accountability, accuracy and regulatory compliance.
    • Develop the technical capability of team members through coaching, knowledge sharing and appropriate development.
    • Promote effective succession planning and resilience within the function.
    • Foster a collaborative working environment across Finance and other control functions.
    • Build a culture of continuous improvement, strong controls and personal ownership.

Candidate Profile

The successful candidate will ideally demonstrate:

  • Significant regulatory reporting experience gained within a UK-regulated bank or comparable PRA-regulated financial institution.
  • Strong practical knowledge of PRA, Bank of England and FCA regulatory requirements relevant to banking.
  • Demonstrable hands-on experience across COREP, FINREP, capital, liquidity, leverage, large exposures and related prudential reporting.
  • Strong knowledge of ICAAP, ILAAP, Pillar 3, Recovery and Resolution Planning, Solvent Exit Analysis and stress testing, as applicable.
  • Good understanding of UK prudential regulation and regulatory capital requirements.
  • Experience interpreting and implementing significant regulatory change.
  • Strong understanding of regulatory reporting governance, controls, reconciliations, data quality and data lineage.
  • Experience of regulatory reporting systems, automation or reporting transformation.
  • Strong understanding of the interaction between Finance, Risk and Treasury within a regulated banking environment.
  • Experience engaging effectively with senior management, auditors, governance committees and, ideally, regulators.
  • Strong analytical capability and exceptional attention to detail.
  • The ability to interpret complex regulatory requirements and communicate their implications clearly to non-specialist senior stakeholders.

Qualifications & Experience

  • Degree or equivalent professional qualification in Accounting, Finance, Economics, Banking or a related discipline.
  • Professional accounting qualification such as ACA, ACCA, CIMA or equivalent is highly desirable.
  • Typically 8+ years' relevant banking/financial services experience, with substantial recent experience in UK regulatory reporting.
  • Previous leadership, management or significant functional ownership within regulatory/prudential reporting.
  • Additional professional qualifications relating to banking regulation, treasury or risk management would be advantageous.

Remuneration
