Location: Peterborough or London - Hybrid Working 2-3 days in office per week.

Are you ready to shape the future of water infrastructure in the East of England? We are seeking a Design Strategy Manager for our New Reservoirs Programme, which includes the development and delivery of two multi-billion-pound raw water reservoir systems: Fens Reservoir and Lincolnshire Reservoir. These projects represent the largest and most complex schemes ever undertaken by Anglian Water.

About the Role

As Design Strategy Manager, you will play a pivotal client-side role, developing and maintaining Design Strategy, Client Requirements and Technical Assurance across the programme. You’ll work closely with delivery, engineering, commercial, procurement, and regulatory teams to establish, communicate, and maintain strategy documents, technical scopes, and assurance processes. Your expertise will ensure that programme outputs are consistent, justified, and technically assured, supporting milestones and delivering in accordance with Client Requirements.

What You’ll Be Doing

  • Develop and maintain the Design Strategy for the Programme: Ensure the Design Strategy is developed to reflect the required Design and Engineering workstreams across the programme including DCO, Reference, ECI, Early Works and Enabling Works supporting design development, detailed design, and commissioning. Ensure appropriate design liability ownership, appropriate risk ownership, clarity of CDM responsibilities, and effective hand-off between supply partners.
  • Design and maintain the Technical Assurance Strategy: providing First Line of Defence Technical Assurance throughout the supply chain. Oversee integration of work packages, review assurance plans, and prepare technical scopes for procurement. Manage a Technical Assurance Manager responsible for day-to-day system and process management.
  • Define, develop, and maintain Client Requirements: ensuring alignment with programme outcomes and efficient delivery. Provide direction and oversight to solution development, manage requests to change or develop requirements, and supervise a Requirements Manager.
  • Coordinate independent Technical Assurance activities: Oversee technical scoping, progress monitoring, and liaise with engineering, programme management, and commercial teams.
  • Health, Safety & Wellbeing: Drive a culture of continuous improvement, ensuring compliance with company policies and maintaining a zero-accident culture.

  • Significant design/technical experience in senior roles of large design and build contractor procurements and management.
  • Strong project management skills.
  • Design leadership at both detailed engineering and system level.
  • Experience managing multiple stakeholders internally and externally.
  • Excellent communication and stakeholder management.
