In July 2025, the Independent Water Commission (IWC) published its recommendations for the largest sector‑wide reform programme since privatisation. With 88 proposals set to reshape the regulatory environment for decades, these reforms present both significant challenges and major opportunities for Anglian Water. Our Board has set a clear expectation that we proactively engage with this agenda to ensure the reforms support the delivery of our Purpose and long‑term business plans.

This role is ideal for someone who is curious, quick to learn, highly literate and motivated by the opportunity to influence the future of the water sector. As a Policy Advisor, you will strengthen our internal capability to respond to the reform programme. Your high‑quality policy analysis will support the assessment of reform proposals, development of company positions, and wider thought‑leadership activity. Working with a range of experts across the business, you will contribute to the creation of evidence‑based narratives that will inform our influencing work. Beyond the reform programme, this role will remain a core part of Anglian Water's growing Regulation team. Through your work, you will gain a deep understanding of the new regulatory system and play an important role in ensuring Anglian Water continues to operate effectively in the reformed environment – including contributing to successful outcomes at the next price review.

Key responsibilities

  • Policy analysis to Support the Reform Programme: Provide high‑quality policy analysis to shape Anglian Water's reform objectives and assess reform proposals. Build the evidence base for influencing activities, manage case studies and consultancy input, and support broader regulatory work including price review preparation and engagement with Ofwat or its successor.
  • Development of Written Submissions & Publications: Contribute to formal and informal written submissions by developing clear, compelling evidence‑based narratives. Ensure the reform perspective is reflected in wider consultations, support the creation of external papers and thought‑leadership content, and take ownership of their accuracy.
  • Ideas Scanning & Insight: Monitor external publications and emerging thinking across the sector. Analyse implications for Anglian Water's reform programme and recommend adjustments to positions, priorities or workstreams as needed.
  • Building Analytical Capability: Enhance analytical processes through targeted use of AI, and actively explore new methods to strengthen regulatory and policy analysis.

What does it take to be successful?

  • Experience of analysing regulatory and policy documents, and presenting conclusions / insights to stakeholders
  • Experience in the development of written submissions, consultation responses, regulatory engagement or strategic planning
  • Familiarity with water sector regulation, including economic and environmental regulation, and the water sector reform agenda
  • Experience of report writing and the development of compelling narratives
  • Experience of working in an agile manner within a fast‑paced environment
  • Qualified to degree level or equivalent
