We are looking for a Counter-fraud and Investigations Manager to join Anglian Water and establish a proactive counter-fraud and investigations capability that supports our growing business and supply chain. This is a high-impact role focused on protecting Anglian Water from fraud, bribery, corruption, conflicts of interest and unethical behaviour, with particular emphasis on supply chain, procurement and third-party risk. You will lead complex and sensitive investigations, design investigation frameworks and strengthen controls across areas that are critical to the delivery of our ambitious capital programme.
Reporting to the General Counsel, you will work closely with Procurement, Commercial Assurance, Finance, Internal Audit, Legal, HR and senior operational leaders. You will lead on establishing a specialist function, potentially including counter-fraud forensic and data analyst capability, building a data-led approach to detecting, preventing and responding to fraud and integrity risks.
What you'll be doing:
- Design, establish and manage a Counter-fraud and Investigations function for Anglian Water
- Lead investigations into fraud and other allegations of unethical behaviour, including bribery, corruption and conflicts of interest
- Manage investigations relating to suppliers, contractors, procurement activities, payments, invoicing and financial transactions; and where needed manage or contribute to internally-focused investigations
- Develop and maintain investigation procedures, governance, triage models and escalation protocols
- Produce clear, high-quality investigation reports with robust findings and recommendations
- Work with Legal, HR, Internal Audit and external authorities where investigations require further action or escalation
- Identify fraud risk and control weaknesses across procurement, supplier management, finance and payment processes
- Track lessons learned and support the implementation of control improvements across the business
- Partner with Procurement, Supply Chain, Finance, Commercial Assurance and senior stakeholders to build fraud awareness and integrity capability
- Develop data-led detection and prevention activity, including analysis of anomalous payments, supplier patterns and procurement irregularities
- Develop a specialist counter-fraud and investigation function, supporting high standards of professionalism, discretion and integrity
What we're looking for:
- Significant experience leading fraud, financial, procurement or supply chain-related investigations
- Strong understanding of procurement processes, financial controls and third-party risk
- Experience working alongside HR, Legal, Compliance, Internal Audit or Finance within a structured governance model
- Professional accreditation such as CCAB, CFE, ACFS, PIP, APCIP or equivalent
- Strong investigative and analytical capability, particularly across financial and supplier data
- Ability to identify patterns, anomalies and fraud indicators using evidence-led approaches
- Excellent report writing skills with strong attention to detail and clear recommendations
- Sound judgement and discretion when handling complex, confidential and sensitive matters
- Strong stakeholder engagement skills, especially across commercial, procurement and senior leadership teams
- Ability to work autonomously, challenge appropriately and escalate concerns with confidence
Desirable: Background in forensic accounting, audit, compliance or investigations. Experience in infrastructure, utilities, construction or regulated environments. Experience building investigation frameworks, fraud prevention processes or counter-fraud teams.
