The Strategic Resource Option (SRO) Programme is focused on the two new multi-billion-pound raw water reservoir developments – Fens and Lincolnshire Reservoirs in the East of England. The Programme is required to secure planning approval for each of these schemes as Nationally Significant Infrastructure Projects (NSIPs) via the Development Consent Order (DCO) route.
Fens Reservoir is being jointly promoted by Anglian Water with Cambridge Water, ultimately serving both companies’ customer bases; with Lincolnshire Reservoir being an Anglian Water only scheme. Programme development funding, secured via the RAPID/Ofwat regulatory process across both AMP7 & AMP8, is likely to be above £500m. Delivery capex costs for the IP entities post 2028/29 to build and finance the reservoirs is expected to be above £5 billion.
This is a critical role in securing the projects’ pathway throughout the pre-application and examination phases of the projects’ development lifecycle and the securing of a Development Consent that is fundable, constructable and ensures a successful transition through to the post consent phases.
What will you be doing?
- The role is client-side and involves identifying and managing, across all DCO workstreams, the technical and commercial matters arising from Statutory Undertakers requiring translation and securing into provisions of the draft DCO application and Third-Party Agreements (TPA’s).
- You will be working as client representative supporting the delivery of the TPA programme and undertakings, commitments and assurances.
- Developing and maintaining links and interfaces with Statutory Undertakers to ensure TPA’s and requirements for the DCO Application and Examination are delivered in a collaborative and transparent manner.
- Overseeing and co-ordinating the progressive completion of the necessary legal agreements, side agreements, framework agreements and protective provisions for third parties and statutory undertakers required for the delivery of a successful DCO Application.
- Taking a leading role in relationships with Statutory Undertakers, supporting the DCO Legal Lead and Stakeholder Team to identify technical and commercial requirements and incorporate into side agreements, protective provisions and the DCO.
- Ensuring proper document control across the client and consultant team, and the tracking and monitoring of TPA agreements, undertakings and commitments against programme and budgets.
Key Accountabilities:
- Working as client representative supporting the delivery of the TPA programme and undertakings, commitments and assurances.
- Ensuring adherence to the TPA Management Plan (across all stages) and associated requirements and provide weekly updates to the DCO Legal Lead.
- Be the clients control point for TPA’s ensuring the client requirements and standards are met.
- Support the production of the TPA Management plan and its implementation, organising and attending stakeholder meetings as required.
- Manage and support the actions arising from the TPA Management Plan, Technical Working Groups and bilateral Stakeholder meetings and implement into Issues Tracker, Mitigation Tracker, Commitments Register as appropriate.
- Develop specialist client TPA facing engagement with external third partners and stakeholders to identify requirements.

What does it take to be successful?
- Experience of the Development Consent Order Process and associated documents required or other similar route to powers.
- Has experience of working within major infrastructure projects and the negotiating and third party agreements and undertakings, commitments and assurances.
- Ability to resource and prioritise statutory time limits.
- Experience of stakeholder management with a diverse range of stakeholders both internally and externally.
- Experience in the management and tracking of budgets and reporting on them.
- Effective analytical, communication and presentation skills with the ability to explain and influence across internal business units.
- Ideally you will be RICS qualified or RTPI qualified or have working experience in these fields or working towards the qualifications.
- Strong communication and influencing skills with the ability to build excellent stakeholder relationships.
- A self-starter with the ability to take the initiative, manage and prioritise workloads and meet tight deadlines.
- Proficient using Excel and use of it to manage, track and report. Proficient in Microsoft suite of applications: Word, Outlook, Teams, PowerPoint, SharePoint.
- Strong ability to use digital tools innovatively and present visual information to support effective collaboration.
- There is an expectation that the role will involve travel to meet stakeholders and therefore a driving licence and access to a vehicle is essential.
