Are you detail-oriented, organized, and passionate about contributing to one of the UK’s most ambitious water infrastructure projects? The Strategic Pipeline Alliance (SPA) is searching for a Land Programme Manager to support and enhance our project delivery team.

What will you be doing as our new Land Programme Manager?

You will be responsible for the successful delivery of land referencing, landowner engagement, land access and land acquisition activities across the SPA delivery programme.

Reporting directly to the SPA Enabling Manager, you will develop and manage the AMP8 SPA land strategy, whilst managing the remaining AMP7 land activities. Successful delivery of the role will require you to work in unison across project disciplines, delivery teams, wider Anglian Water business units where projects intersect across SPA and stakeholders, to ensure consistency in approach, strategic land advisory and overall management of the land team.

Key responsibilities:

  • You will manage and oversee all external SPA Land Agent responsibilities including compensation matters, valuations & settlements; land acquisition negotiations, legal agreements, warrants of entry.
  • The role will cover project management for land related activities such as resource forecasting, land budgets, programme risk management, land referencing and access teams, overseeing the management of legal notices using statutory powers, reporting threats and opportunities to SLT.
  • You will be responsible for managing and overseeing the land commercial team to ensure accurate PCE forecasting, liability reporting and compensation risks.
  • Manage and oversee the land access team to ensure access is made available on time to facilitate projects teams, from early walkover surveys to construction delivery.
  • Utilise the Dept. Land Programme Manager effectively to ensure ongoing AMP7 delivery is completed, including successful reinstatement, monitoring of compensation impact and letter 10’s.
  • Work closely with the Landowner Engagement Manager to provide project updates and ensure alignment with the ALO’s, to implement an effective landowner engagement strategy throughout the project lifecycle.
  • Develop and embed SPA’s land access and acquisition strategy with the new AMP8 land access team. Work closely with the Land Agents and Enabling Manager to identify key strategic sites for AW’s future requirements.
  • Work closely with the Enabling Manager, consenting, land agents and design team to partake in early design optioneering, to effectively help conclude optimised routes.

A little bit about your skills, experience and behaviours:

This job might be for you if you have:

  • A strong understanding and implementation of the required statutory noticing under water industry act (WIA) 1991.
  • Previous experience in land advisory for major infrastructure projects, including and understanding of commercial assurance process.
  • Substantial experience in managing people and teams within land advisory.
  • The ability to work flexibly across several projects and to meet required deadlines without direct supervision.
  • Effective written and verbal communication, and organization/analytical skills.
  • Experience of using Land Management Tool/GIS.
