Dive into a world of opportunity, and join our team! We are looking for a Regulatory Outcomes Lead to join our Economic Regulation team!

Water and wastewater infrastructure is critical to enabling economic growth, building resilience against the impacts of climate change, protecting our environment and keeping customers’ taps running for years to come. Anglian Water is investing £11 billion over the current 5-year period and – as our region is home to many of the UK’s fastest growing towns and cities – we have much more planned beyond 2030. But to facilitate this investment and to attract the long-term finance required, the Independent Water Commission recommended a fundamental reset of the water sector and its regulation.

This role has overall responsibility for leading Anglian Water’s approach to the Outcomes and ODI framework at PR29 – an important factor in determining whether our investors can earn a fair and competitive return. You will support the business to achieve a reformed performance incentives framework and navigate decisions about how to deliver the best performance against our targets, as well as delivering long-term outcomes for customers and the environment.

You will also ensure that we provide timely insight to a range of stakeholders on our performance, and report accurately against our performance commitments and other non-financial measures in the Annual Performance Report. Internally, you’ll be responsible for maintaining forecasts on our financial ODI rewards/penalties and analysing the impact of policy proposals or new regulatory guidance.

Key responsibilities:
  • Influencing the economic regulator and other external stakeholders on the future evolution of the evolving incentive framework and individual outcome measures
  • Develop our Regulatory incentives strategy for the next price review
  • Monitor and respond to emerging regulatory proposals, trends, risks, and opportunities
  • Support the development and wellbeing of your direct report, encouraging them to play a leading role in the robust reporting of performance, responding to ad-hoc regulatory requests, and developing aspects of our position on incentives reform
  • Support our engagement with Ofwat and other external stakeholders on our performance, key drivers and constraints, and lessons learned
  • Manage the APR production process by coordinating data providers and approvers across the business to provide the necessary data in a timely fashion; ensure that reporting procedures are followed, data is assured, and the commentary explaining our performance is accurate

We invest in our people - as a valued employee, you’ll be entitled to:

  • Personal private health care
  • Generous double match pension – contribute 7% and Anglian Water will contribute 14%, giving a total contribution of 21%
  • 24-hour Virtual GP service for you and your household
  • 26 days annual leave – rising with length of service and the ability to buy more
  • Life assurance (up to 8 x salary)
  • Personal accident cover (up to 5 x salary)
  • Excellent family friendly policies, such as 26 weeks full pay for maternity / adoption leave, as well as 4 weeks paid paternity / partner leave.
  • Opportunity for shared parental pay
  • Bonus scheme
  • Flexible benefits and working culture to support your wellbeing and lifestyle.
What does it take to be successful?
  • Significant experience in regulatory policy development
  • Proven track record of engaging with regulators, government, and industry stakeholders at a senior level
  • Strong qualitative and quantitative analytical, strategic, and communication skills
  • Strategic thinker with the ability to see the bigger picture and translate complex regulatory issues into actionable strategies
  • Excellent relationship building and influencing skills
  • Numerically and quantitatively literate
  • Able to deliver high-quality quantitative economic analysis on a range of issues
