We’re looking for an Enabling Framework Manager to join our growing Enabling team. This key role will see you managing and evolving critical frameworks that underpin one of the UK’s most ambitious capital investment programmes — with over £3 billion to deliver in just five years.
Working alongside delivery teams, strategic suppliers, and industry experts, you’ll help shape how we deliver infrastructure to support sustainable growth, protect the environment, and provide resilient water services to millions.
What You’ll Be Doing
As an Enabling Framework Manager, you’ll be at the heart of capital delivery — supporting the setup, integration, and improvement of supplier frameworks across multiple projects and alliances. You’ll act as the link between internal teams and external providers, ensuring our enabling services meet the highest standards in safety, performance, and compliance.
Your key responsibilities will include:
• Leading the strategic development and execution of enabling frameworks
• Coordinating across functions and alliances to ensure consistency and efficiency
• Building strong, collaborative relationships with internal stakeholders and framework suppliers
• Monitoring supplier performance and ensuring regulatory and contractual compliance
• Providing regular, clear reporting on framework performance and opportunities for improvement
• Identifying and embedding process improvements and innovations to enhance delivery outcomes
• Supporting a culture of continuous improvement and safety through audit and engagement
These frameworks cover a range of enabling services including ecology, arboriculture, archaeology, ground investigations, and other environmental and technical surveys.
About You
You’re a confident, proactive, and highly organised professional with a strong background in frameworks, procurement, or project management. You enjoy solving complex problems, connecting people and processes, and finding smarter ways to deliver value.
To succeed in this role, you’ll need:
• A degree (or equivalent experience) in a relevant field
• Proven track record in project or framework management, ideally in engineering or construction
• Proven experience working with multiple internal and external stakeholders
• A strong understanding of supplier management and compliance practices
• Excellent communication, negotiation, and reporting skills
• A continuous improvement mindset and the ability to drive change across teams
• A commitment to promoting a culture of safety and collaboration
It would be great if you also have:
• A relevant Master’s degree or professional certification (e.g. Prince2, PMP)
• Experience with contract management and asset management best practices
