People Development Manager – One Alliance
Location: Peterborough / Hybrid. Salary: £59,120 per year (estimated). Full time.

Anglian Water collaborates with seven industry‑leading partners – Balfour Beatty, Barhale, Binnies, MMB, MWH Treatment, Skanska and SWECO – to deliver more than half of the capital investment programme.

You will create the People Development approach for the Alliances, working closely with senior leaders to translate business challenges into practical leadership and workforce development priorities.
You will help leaders build thinking, relationships and frameworks that strengthen performance and prepare the Alliance for the demands of AMP8 and beyond.
Responsibilities
- Create and own the People Development strategy for the Alliances, ensuring alignment with business priorities, workforce needs and long‑term capability requirements.
- Act as a trusted business partner to Executive and senior leadership teams, using their priorities, challenges and ambitions to shape practical development plans.
- Use workforce insight, business data and external trends to identify where capability is needed most and where development can make the biggest difference.
- Build strong relationships across Anglian Water and partner organisations so development priorities are joined up, relevant and clearly linked to business outcomes.
- Influence senior stakeholders across a complex Alliance environment, helping leaders make confident decisions about people, capability and leadership development.
- Design a development system that integrates leadership, team effectiveness, skills, culture and performance, going beyond stand‑alone training.
- Identify current and future skills gaps through stakeholder engagement, data, and a clear understanding of the Alliance’s direction.
- Lead the full development cycle – diagnosis, design, delivery, evaluation – to achieve measurable business impact.
- Experiment with new approaches to learning and development, focusing on practical, evidence‑based methods.
Qualifications
- Strong experience creating people development, leadership or organisational capability strategies linked to business priorities.
- Senior L&D or people development role experience, with confidence to shape thinking rather than merely deliver activity.
- Excellent business partnering skills, building trust, asking the right questions and challenging senior leaders constructively.
- Ability to navigate a complex, matrix environment, aligning competing priorities and stakeholders.
- Experience designing scalable development frameworks, leadership approaches and capability plans that generate measurable value.
- Deep understanding of organisational development, including leadership effectiveness, culture, team performance and how people development supports business change.
