Location: Hybrid work from SPA construction site offices across Anglian Water region (min 3 days on site/week) and home

Are you detail-oriented, organized, and passionate about contributing to one of the UK’s most ambitious water infrastructure projects? The Strategic Pipeline Alliance (SPA) is searching for a Construction Environmental Manager to support and enhance our project delivery team.

What will you be doing as our new Construction Environmental Manager?

You will support the SPA Environmental Manager and Enabling Team in the delivery of strategic priorities for the SPA project.

Timely development and application to ensure all relevant consents, licences and environmental permits are in place for pipeline construction.

You will develop and review Construction Environmental Management Plans and Environmental Impact Assessments as required to support delivery programmes and development of future SPA programmes.

Working collaboratively across SPA ensuring requirements of the Construction Environmental Management Plan (CEMP) are complied with throughout delivery milestones, whilst enabling and supporting Environmental Advisors (EAs) in the provision of advice and guidance to the delivery teams.

Key responsibilities:

  • Effectively, efficiently, and promptly respond to emerging concerns related to environmental risk
  • Consult with regulators and key stakeholders, write and submit consent, licences and environmental permit applications where necessary
  • Develop and review Construction Environmental Management Plans and Environmental Impact Assessments as required to support delivery programmes and development of future SPA programmes.
  • Ownership and accountability in the management of environmental risk and delivery of requirements set out in the Construction Environmental Management Plan (CEMP).
  • Develop and deliver training on the effective management of environmental risk, providing instruction on solutions and mitigation.
  • Deploy team resources to support construction teams in managing and mitigating environmental risk to satisfactory levels. Functional management of 1-2 Environmental Advisors.
  • Identify best practice/process improvements
  • Undertake internal inspections and audits to monitor compliance with relevant environmental legislation and SPA requirements
  • Lead and support in environmental incident investigations
  • Identify knowledge and skills gaps in the team, develop training plans and material to upskill personnel

  • Experience in subject matter experience including:
    • Environmental permitting, licencing and consenting applications and requirements.
    • Environmental Incident investigation
    • Construction – utilities (water)
    • Contaminated Land
    • Statutory Nuisance
    • Waste Management
    • Ecology
  • A degree in an environmental related subject
  • Membership of a relevant professional body; with knowledge of key environmental legislation
  • Data analysis and interpretation experience
  • Experience in communicating with people at all levels, negotiation, and conflict resolution
  • Experience in writing reports and dashboard production
  • Full clean UK driving licence
