We are looking for a Storm Overflow Assessment Framework (SOAF) Lead to join our Environment Programme team! This role is responsible for the strategic leadership, coordination and governance of the SOAF investigation programme, ensuring compliance with the Urban Waste Water Treatment Regulations (UWWTR) and Environment Agency (EA) expectations. The role will provide technical and programme leadership for circa 600-700 SOAF investigations, alongside alignment with the Storm Overflow Discharge Reduction Plan (SODRP) and Ofwat storm overflow investigations, to deliver a coherent, efficient and regulator-credible programme.
Acting as the single accountable lead, this role mitigates the risk of enforcement action, prosecution, unlimited fines and reputational damage, while addressing emerging risks related to funding gaps, modelling constraints, workload pressure, and programme duplication. You will work closely with the EA to agree and maintain an optimised investigation programme.
Key responsibilities- Act as the technical authority and point of accountability for SOAF compliance, escalation and decision-making
- Using outcomes from the programme, build a strong Price Review plan for delivering improvements
- Develop a single, optimised programme vision that delivers multiple regulatory outputs through aligned investigations and action plans
- Drive consistency in approach, reporting and governance across storm overflow programmes
- Collaborate and communicate effectively with the Flow Compliance Team and Water Recycling Operation teams to ensure operational and maintenance issues are resolved promptly
- Provide clear, accurate and timely programme reporting to governance forums, including Sustainability and Compliance groups, whilst ensuring programme tracking, reporting and assurance arrangements are robust and transparent
- Drive a culture of continuous improvement in Health and Safety, ensuring consistent standards are maintained
- Professional qualification in environmental science, water quality, engineering or a related discipline/study area
- Experience working within a regulated environmental or water industry
- Experience leading or coordinating project, study, investigation or compliance programmes
- Experience working with regulators and managing regulatory scrutiny
- Strong analytical and risk management capability
- Able to influence and drive delivery across multiple teams without direct line management
- Excellent written and verbal communication skills, including senior reporting
- Programme leadership and coordination skills at a strategic level
