We are looking for a Senior Cost Intelligence Analyst to join Anglian Water's Cost Intelligence and Commercial Assurance function, helping turn complex cost, market and supplier data into clear intelligence that supports investment planning, benchmarking and regulatory evidence. This role sits at the heart of our cost intelligence capability, maintaining visibility of market movements, supplier trends and industry benchmarks to support value for money, efficiency and robust business planning. You will help ensure that capital and operational cost data is captured, assured and translated into insights that influence strategic decisions across the organisation.
What you'll be doing:
- Develop and maintain benchmarking datasets comparing unit costs, productivity and delivery efficiency
- Monitor and report on market trends, including materials, labour, energy and commodity price movements
- Analyse supplier cost movements across frameworks and contract types to identify trends, risks and variances
- Support regulatory submissions with robust, evidence-based cost and benchmarking insight
- Strengthen the link between cost estimation, cost capture, supplier pricing and commercial agreements
- Quality-assure cost data submitted by service providers, resolving anomalies with finance, delivery and supplier teams
- Prepare audit packs and support assurance activity to demonstrate consistency between systems
- Develop cost intelligence reporting that identifies opportunities for efficiency and continuous improvement
- Calibrate and validate models using outturn performance and real-world data
- Support and develop Cost Intelligence Analysts where workload or capability support is required
What we're looking for:
- Degree level qualification or equivalent experience in a technical, quantitative or commercial discipline
- Proven experience working with cost models, estimating, benchmarking or commercial data
- Strong analytical skills with excellent attention to detail and confidence handling complex datasets
- Understanding of infrastructure assets from strategic, tactical and operational perspectives
- Knowledge of cost collection structures, system coding and data governance
- Experience working in a regulated environment and supporting price review or regulatory evidence
- Excellent stakeholder management skills with the ability to challenge constructively
- Confident using Microsoft Office and able to quickly adopt new systems and reporting tools
- Desirable: Chartered or working towards chartership with an appropriate professional body such as RICS. Experience in utilities, water or wastewater, supply chain cost analysis or market trend reporting.
