The post holder will work as part of a dynamic team in the development and delivery of effective commissioning of primary care contracts across ABUHB in accordance with local and national commissioning strategies and priorities. This is a key management role with responsibility for supporting a wide-ranging agenda through the delivery of patient-centred, safe, effective primary healthcare services across ABUHB.
The post holder will support the Primary Care Contracting Team with the delivery, contract management and long-term strategic planning of Primary and Community Care services across ABUHB and support service delivery within the Prison. They will also support the Primary Care Contracting Team in taking forward the strategic agenda for the Health Board.
Main duties of the jobThe post holder will act as the day-to-day contact for resolving contract management issues that arise within primary care. This will involve providing and receiving complex, sensitive or contentious information where there are barriers to understanding or acceptance, which are overcome using developed interpersonal and communication skills.
The post holder will demonstrate appropriate analytical ability, comprehension skills, intellectual capacity and knowledge of relevant contract/legislation, regulatory frameworks, performance management, clinical governance and financial arrangements across Primary and Community Care services. This will include:
- Planning, developing, implementing and monitoring Primary Care and Community Services/Contracts for the ABUHB incorporating NHS guidance and policies/strategic direction in Wales.
- Managing the Primary Care and Community Services/Contracts, including variations and performance management.
- Contributing to the development and implementation of service specification.
- Contributing to the developing, implementing and monitoring the Primary Care Strategies, ensuring that they meet the needs of our population and improve access.
- Assisting with the management of the Primary Care budgets including contractor's fees and allowances.
- Ensuring that knowledge of legislation and regulation relating to Primary Care professions is kept updated.

Person Specification- Knowledge & understanding of national policy and contractual regulations for all Primary Care contracts.
- Working knowledge and understanding of Data Protection and Freedom of Information Acts and Caldicott Guidelines.
- Understand fully the meaning and application of confidentiality.
- Knowledge & understanding of database administration.
- Sufficient experience of working in a contractual/commissioning environment, including performance management of contractors.
- Experience of IT systems i.e. MS 365 package.
- Experience of developing and implementing new and complex services, plans and business cases.
- Evidence of ability to contribute to strategy development and implementation, which may impact across the organisation.
- Experience of providing and receiving complex, sensitive and contentious information.
- Experience in consultation and negotiation with primary care contractors.
- Experience of managing resources well and ensuring services are delivered.
- An ability to interpret legislation and national guidance.
- Experience of working in partnership with other organisations.
- Experience and an ability to prepare and present (both written and orally) detailed reports to groups of people.
- Experience of training staff in specialist issues.
- Significant experience in NHS.
- Experience of using computerised systems; COMPASS, Dental Assurance Framework, eDEN, Dental Access Portal (DAP), Power BI and further MS365 packages such as MS Forms or be willing to be trained.
- Minimum of 3 years' experience of working within Primary Care Sector.
- Educated to Degree level or equivalent knowledge and experience to post graduate diploma level.
- Evidence of continued professional development.
