The salary scale for a Band 3 has been adjusted as part of the NHS Agenda for Change pay award for 2026/2027 and will be implemented in August 2026 backdated to 01 April 2026 where applicable.

Job Overview: The post holder will lead the development, implementation, and monitoring of provider contracts for individuals with complex Mental Health (MH) and Learning Disability (LD) needs who receive NHS Continuing Healthcare (CHC), 117 MH aftercare funding, joint-funded packages, or specialist commissioned placements. They will ensure that all contractual arrangements, quality assurance processes, and provider oversight functions comply with Welsh legislation, national frameworks, and ABUHB governance requirements. The role provides expert leadership in contracting, quality, risk, safeguarding, and financial stewardship across MH & LD pathways, supporting safe, effective, and sustainable commissioning for individuals with high-risk, high-acuity, or specialist needs.

Main duties of the job:

  • Lead the development, negotiation, and implementation of contracts for MH & LD placements including:
    • Specialist LD residential and supported living
    • Complex autism services
    • Mental health step-down, rehabilitation, and recovery
    • Secure and forensic placements
    • Out-of-Area (OOA) specialist placements
    • Domiciliary care packages
  • Ensure All Contracts Comply With:
    • NHS CHC Framework for Wales
    • Social Services and Well-being (Wales) Act 2014
    • Mental Health Act 1983
  • The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Qualifications:

  • Essential criteria: Educated to Masters degree level or equivalent experience.
  • Desirable criteria: IPC Certificate in Commissioning and Purchasing in Public Care, Service improvement qualification, Project management qualification or relevant experience.

Knowledge:

  • Essential criteria: Working knowledge of statutory guidance such as Mental Health Act, Capacity, DOLs, Knowledge of developing contracts and contract compliance.
  • Desirable criteria: The IPC Certificate in Commissioning and Purchasing in Public Care.
