Job Overview

The post holder acting on behalf of Aneurin Bevan Health Board will be responsible for managing disputes, appeals and retrospective claims for Continuing NHS Health Care funding in line with Welsh Government, Ombudsman and Aneurin Bevan University Health Board policies and procedures.

Main duties of the job

• The post holder will be responsible for investigation and presentation of retrospective cases to ABUHB Independent Review Panel, the Independent Chair, Quality Assurance Panel and Independent Review Panels as required.
• The post holder will provide clinical and procedural advice to other professionals, the independent chair and panel as required. You will also respond to queries regarding ABUHB Retrospective Review processes as required.
• The post holder will contribute to the ongoing audit of Continuing NHS Healthcare Policy/Processes in ABUHB following guidance issued by Welsh Audit Office and Public Service Ombudsman for Wales.
• The post holder will work autonomously in order to achieve the targets set by the Welsh Assembly Government and ABUHB for a timely completion of retrospective investigations
• The post holder will contribute to the ongoing audit of Continuing NHS Healthcare Policy/Processes in ABUHB following guidance issued by Welsh Audit Office and Public Service Ombudsman for Wales

Qualifications

Essential criteria

• Registered Nurse
• Masters degree or equivalent demonstrable level of knowledge and experience
• Able to demonstrate commitment to lifelong learning and continuous professional development
• Desirable

Desirable criteria

• The post holder will have clinical experience of a wide range of complex conditions together with extensive knowledge and practical experience of working with Continuing NHS Healthcare eligibility criteria

Experience

Essential criteria

• The post holder will have exceptional communication skills in order to convey emotive multi stranded and multi factorial information sensitively to families.
• Experience of conflict resolution is required together with the ability to negotiate with solicitors and claimants
• Clinical expertise of a wide range of complex conditions
• Knowledge of Legal Frameworks for CHC and relevant Case Law
• Practical experience of managing Decision Support Tool & CHC Multidisciplinary team meetings
• Understanding of the CHC assessment appeal, dispute and independent review processes in ABUHB/Wales
