The Assistant Divisional Accountant will provide professional financial advice and support to budget holders within the Division/Locality/Directorate, to contribute to achieving financial targets. The post-holder will be expected to contribute to the development and implementation of financial policies, which facilitate the achievement of the Health Board's financial objectives. The post-holder will be expected to implement an annual budget setting process and to provide financial advice to all interested parties. The role is based at Llanarth House, Newbridge, with an opportunity to work in an agile manner across all the Health Board's sites and remotely. Responsibilities

  • Developing financial plans and forecasts in conjunction with budget holders, clinicians and managers across the Division/Locality/Directorate, aligned with the strategic direction of ABUHB and mindful of other stakeholders’ interests.
  • Provide financial support to the production of business cases for revenue and capital investment and/or service changes, and use financial option appraisal techniques to provide a sound evidence base for decision-making, including evaluation of cross ABUHB implications of cost saving and avoidance plans.
  • Provide the financial evaluation for purchases of capital equipment, leases and other service contracts.
  • Develop periodic reports and initiate corrective action in conjunction with budget holders and the Business Partner Accountant for the Division/Locality/Directorate.
  • Budget planning and implementation of operational plans through:
  • Providing advice on NHS financial regimes and contractual frameworks.
  • Budget setting with budget holders.
  • Regular review meetings with budget-holders, clinicians and managers.
  • Participation in the monthly management meetings to initiate and resolve financial management and performance issues.
  • Work with budget holders, clinicians and other staff to analyse and understand the links between financial and service issues, including the use of business intelligence (e.g. service line reporting, patient level costing) and advising budget holders on areas where change is required.
  • Maintain and enhance the quality and accuracy of financial information and systems through collaboration with clinical and service managers and other finance staff to improve the range, quality and timeliness of finance and service performance information.
  • Understand and communicate to budget holders the current organisational and financial drivers through participation in:
    • The annual planning and resource allocation process.
    • Discussions with Divisional and Directorate managers.
    • Attending team briefings.
    • Discussions with senior finance colleagues.
  • Develop and implement a range of policies and service changes for areas under responsibility.
  • Implement a range of initiatives to deliver the Local Health Board's agenda for continuous improvement.
  • Develop models to support new ways of working and future service changes.
  • Work with external agencies, as appropriate, to deliver joint strategy and service change.
  • Support the whole health system by implementing finance systems to support modern, integrated clinical services and provide best value in the use of resources across the Community.
  • Work closely with key decision makers to establish a long-term strategy that ensures financial sustainability in the Health Board.
  • Maintain an effective working relationship with other members of Finance, other officers of the Health Board and external organisations to deliver a professional service.
  • Provide financial leadership in supporting operational managers and staff in discharging their organisational responsibilities.
  • Participate in the development and implementation of annual objectives in line with Health Board objectives and the NHS Knowledge and Skills Framework.
  • Participate in the development and implementation of an effective system of performance management, including appraisal, personal development and succession planning.
  • Develop and provide training to up-skill non-finance managers on financial control, budgetary management and use of service line and patient-level financial information.
  • Work independently guided by broad health and social care strategies and organisational policies and national guidelines, advising on interpretation and implementation.
  • Balance proactive service development and leadership with the reactive demands of operational responsibilities and stakeholders.
  • Assimilate and summarise complex documents, compare facts and analyse situational data from a range of sources to develop options and assess risks and opportunities.
  • Encourage continuous improvement and organisational development, ensuring governance responsibilities have the financial capabilities to deliver their roles effectively.
  • Ensure active involvement and influence on all material business decisions to ensure implications, opportunities and risks are considered and aligned with financial strategy.
  • Represent and deputise for the Business Partner Accountant and Assistant Finance Director as required.
  • Be proactive and flexible to provide financial support to ABUHB-wide work streams including cross-divisional/locality working.
