Overview


Andium Homes is a Government owned not‑for‑profit organisation and Jersey’s principal provider of social rented and assisted purchase homes. We are the Island’s largest landlord, owning more than 5,000 rental properties and we provide good quality homes and highly valued landlord services for more than 10,000 Islanders. Alongside this we deliver an annual programme of assisted purchase sales utilising our Andium Homebuy scheme which offers deposit free sales at 75% of the property value.


Andium is not funded by the tax payer, all of our services, developments and borrowing is paid for from our rental and sales income. We also make an Annual Return to Government of at least £29m. Providing great homes and services for our residents is our passion. The Role


To provide expert leadership, advice and independent assurance on all matters relating to health, safety and regulatory compliance, ensuring that Andium Homes can effectively demonstrate compliance with statutory obligations, regulatory requirements and organisational standards. The role will provide oversight of compliance performance across the organisation, particularly in relation to the Health & Safety at Work (Jersey) Law 1989, the Planning and Building (Jersey) Law 2002, Building Bye-laws, the Public Health and Safety (Rented Dwellings) (Jersey) Law 2018, and all other relevant legislation, regulations, Approved Codes of Practice, British Standards and technical guidance.


The post holder will work across the Andium Homes business, collaborating with colleagues, contractors, consultants and external stakeholders to promote a proactive culture of compliance, assurance and continuous improvement. Through the delivery of inspections, audits, risk assessments, performance monitoring and compliance reporting, they will help ensure the health, safety and wellbeing of residents, employees, contractors and members of the public.


The role will provide strategic and operational support to projects, maintenance activities and compliance programmes, ensuring that risks are identified early, mitigated effectively and managed throughout the asset lifecycle. The post holder will also monitor emerging legislation, regulatory developments and sector best practice, translating requirements into practical actions that strengthen organisational resilience and reduce future compliance risk.


Job Specific Outcomes



  • Provide independent and objective assurance that Andium Homes is meeting its statutory, regulatory and organisational health, safety and property compliance obligations, escalating significant risks, deficiencies and non-conformities where necessary.

  • Develop and maintain a risk-based compliance assurance programme, incorporating cyclical inspections, audits, spot checks and performance reviews across Andium Homes’ homes, workplaces, communal areas, projects and operational activities.

  • Provide competent health and safety advice and guidance to colleagues, managers and project teams, enabling proportionate, practical and well-informed decisions that protect residents, employees, contractors and other stakeholders.

  • Take a forward‑looking approach to compliance, monitoring forthcoming legislation, regulatory expectations, codes of practice and sector developments, assessing their potential impact and recommending actions to maintain compliance and reduce future business risk.

  • Translate regulatory requirements into clear and deliverable actions, responsible service areas to understand their responsibilities and implement effective, proportionate and sustainable control measures.

  • Coordinate the identification, recording, prioritisation and closure of compliance actions, ensuring that significant risks and overdue actions are escalated and that completed works are supported by appropriate evidence.

  • Responsible for oversight of compliance information and records, working collaboratively with the Regulatory Team and operational services to ensure that Propeller and other relevant systems contain accurate, complete and timely inspection, maintenance, certification and remedial‑action information.

  • Provide assurance over planned preventative maintenance and cyclical inspection programmes, monitoring completion, quality, exceptions and emerging risks across the organisation’s principal compliance areas.

  • Monitor the performance of contractors and service providers against contractual requirements, service‑level agreements, statutory obligations and agreed key performance indicators, addressing persistent underperformance through appropriate corrective and escalation processes.

  • Provide early health, safety and regulatory input into development, refurbishment and major works projects, helping project teams to design out risks, improve whole‑life compliance and avoid unnecessary future maintenance or remedial costs.

  • Undertake the role of Health and Safety Project Coordinator where required, ensuring health and safety risks are appropriately planned, coordinated, monitored and communicated throughout the project lifecycle.

  • Ensure that changes to buildings, equipment and safety‑critical systems are properly controlled, commissioned and documented, with relevant asset information, plans, schematics, operating instructions and compliance records updated following completion.

  • Lead or coordinate investigations into accidents, incidents, near misses and compliance failures, identifying root causes, determining lessons learned and ensuring that proportionate corrective and preventative actions are implemented.

  • Identify trends, recurring failures and emerging risks through the analysis of inspection findings, incidents, compliance data and contractor performance, using these insights to recommend preventative interventions and inform strategic asset management decisions.

  • Produce clear and accurate compliance reporting for the Executive Leadership Team, Senior Leadership Team and relevant governance groups, providing transparency over performance, exceptions, overdue actions, risk exposure and required decisions.

  • Explore and implement innovative approaches to assurance, including the effective use of digital systems, automated alerts, mobile inspections, data analytics and other technologies to improve visibility, efficiency and early identification of risk.

  • Support the development and continuous improvement of policies, procedures, risk assessments, standards and management arrangements, ensuring that they remain practical, current and aligned with organisational requirements.

  • Manage investigations of all accidents, incidents, near misses and undesired events for fire and health and safety matters, keeping accurate records and where necessary issue remedial advice to tenants and colleagues.

  • Promote a positive and accountable health and safety culture, encouraging colleagues, contractors and residents to report concerns, understand risks, take ownership of appropriate actions and contribute to continuous improvement.

  • Undertake any other reasonable duties consistent with the scope and seniority of the role, supporting the wider objectives of the Regulatory Assurance and Asset Strategy functions.


Knowledge, Skills & Qualifications & Other Key Requirements



  • Ten years' experience in a health and safety, compliance or property role within housing, construction, property management, or a similarly regulated environment. Where gaps are identified training can be provided;

  • NEBOSH Health & Safety General Certificate and/or NEBOSH fire certificate or equivalent or are willing to study towards a qualification;

  • A high level of understanding of relevant legislation, regulation, approved codes of practice, orders and guidance appertaining to the field of work and the ability to correctly interpret these as well as technical drawings;

  • Experience of undertaking Fire/Health and Safety Risk Assessments and a demonstrable understanding of best practice methods and procedures for reporting, monitoring, and reviewing compliance-based literature and documentation

  • Previous experience working within Social Housing and Construction environments and the recording of Statutory and Non-Statutory documentation;

  • Experience of managing and working with external suppliers/contractors, analysing work delivery and reports to achieve set objectives;

  • Strong and effective verbal and written communication skills e.g report writing, briefings, and presentation skills and the ability to develop and maintain constructive relationships with a wide range of people; presenting necessary actions and making recommendations to ensure actions are implemented;

  • Previous experience working within Social Housing and Construction environments is preferred and the recording of Compliance based Statutory and Non-Statutory documentation is essential;

  • Experience of contractor management and the administrative functions of managing an information flow, collection/recording of certificates and data etc.;

  • The successful candidate will be computer literate and proficient in the use of Microsoft Office applications, including Word, Excel, Outlook and PowerPoint. They will have experience of working with compliance management systems and maintaining accurate records and reports. Training will be provided in the use of Andium Homes’ compliance management system, Propeller.;

  • The candidate should have an awareness of the management of asbestos and have a working knowledge of Approved Code of Practice- Management of Exposure to Asbestos in Workplace Buildings and Structures - Health and Safety at Work (Jersey) Law, 1989 - ACoP 8 Revised 2020

  • Able to work under pressure and deliver results to agreed deadlines.

  • Full driving licence
