Engineering Manager (CEM) – Rail / Civil Engineering
Location: Barnsley or York (Eastern Region)
An opportunity has opened up for an experienced Engineering Manager (CEM) to lead design and construction efforts across the Eastern Region with one of our top clients. While the primary focus is on green energy initiatives, the role also involves supporting broader civil and rail engineering projects. Occasional travel to London and overnight stays may be required.
About the Organisation
This role is within a well-established civil engineering and infrastructure provider known for delivering innovative solutions across sectors such as rail, highways, flood mitigation, environmental infrastructure, and energy. The organisation works closely with public and private sector clients and promotes a collaborative, sustainability-focused culture.
Key Responsibilities

  • Lead and manage the engineering design process for both internal teams and external consultants
  • Define engineering workflows, deliverables, and standards based on project complexity
  • Collaborate with stakeholders and ensure compliance with industry standards and governance frameworks
  • Oversee design reviews, approvals, and documentation (e.g., CPPs, WPPs, TBs, specifications, drawings)
  • Participate in client and design team meetings to ensure smooth project delivery
  • Communicate updates to standards and procedures throughout project lifecycles

Ideal Candidate Profile

  • Approved as a CEM within a rail or civil contracting environment
  • Proven experience managing multi-disciplinary civil and rail projects
  • Degree, HNC, or HND in Civil Engineering or equivalent technical background
  • Familiarity with electrical disciplines related to solar and EV projects is a plus
  • Strong leadership, communication, and stakeholder engagement skills
