- We have a fantastic opportunity for a permanent
Learning and Development Manager to join our Consulting Highways Team. With office space in Birmingham, Manchester, Bristol, Cardiff and London , we invite applications from across the UK.
The standard hours of work are 37.5 hours per week, but we offer a range of flexible working practices, including hybrid, part-time and flexible working patterns.

What you will be doing
This is a great opportunity for an L&D professional who can think strategically and deliver practically.
You’ll help Consulting build the capability needed to support growth, improve performance and deliver for clients by shaping development that is targeted, practical and closely connected to the work our people do every day.
- Shape and deliver the Consulting people plan, focusing on the capabilities, skills and behaviours that will help the business grow, perform and deliver for clients.
- Design and deliver practical development interventions that address priority capability gaps and support business performance.
- Build manager and leader capability, helping them create the conditions for people to perform, develop and grow through their work.
- Support apprentices, graduates and emerging talent through pastoral support, progress conversations, development sessions and activity that helps attract future talent.
- Work with leaders and People teams to use insight, data and conversation to identify capability gaps, succession risks and future talent needs.
- Strengthen the leadership pipeline by turning talent and succession insight into practical development actions.
- Manage providers, learning partners so activity is targeted, high quality and delivers clear value for the business.
- Use data, feedback and business insight to evaluate impact, improve what we do and make informed decisions about where learning will add the most value.
- Build a learning culture where formal development is used where it adds value, and everyday work gives people the chance to keep growing.
We want to hear from you if you have
- Strong L&D experience, with the ability to design, deliver and evaluate practical, high-quality learning solutions that respond to business needs.
- Confidence working with leaders, managers and People colleagues to understand business needs and influence outcomes.
- A good understanding of how people develop through formal learning, manager support and everyday work.
- The ability to manage priorities, projects, suppliers and resources effectively.
- Confidence using data, feedback and insight to make recommendations and show impact.
- Commercial awareness and the judgement to create development that works in a busy, client-facing environment.
- A collaborative, proactive style and a genuine interest in helping people perform, develop and grow.
- Experience supporting early careers populations, apprenticeships or graduate development.
- Familiarity with talent management, succession planning or leadership development.
- Experience working with learning suppliers, apprenticeship providers or learning platforms.
- Experience working in a matrix, project-based or client-facing environment.
