We have an exciting opportunity for a HR Manager to join our Transport Infrastructure People Team. This is a full‑time, fixed term (approx. 12 months) position offering flexible working arrangements, whether remote or hybrid, with regular travel across England. In this role, you will report to the People Partner for our Strategic Highways portfolio, becoming a key driver of people excellence across the business. You’ll play a hands‑on role in supporting the People Partner and wider HR team with dynamic, people‑focused activity; providing confident, high‑quality generalist HR advice to managers and helping shape a positive, progressive people experience.

You’ll work in close collaboration with our HR Shared Services and HR Specialist teams, ensuring a seamless, proactive and high‑performing day‑to‑day HR service that supports our colleagues and strengthens our portfolio. The role is based on 37.5 hours per week, Monday to Friday. We believe great work starts with trust and flexibility. You Will Be Responsible For:

  • Supporting the People Partner in developing and delivering effective people plans.
  • Producing key performance metrics, identifying trends, and providing insight from data, working with the HRBP/unit lead to take action that improves performance.
  • Supporting proactive workforce planning, ensuring solutions are in place for skills gaps, talent attraction, resource mix and talent pipeline strategy.
  • Collaborating with the wider HR team to enhance services, improve efficiency, and support continuous improvement.
  • Working closely with Recruitment, L&D, and Reward to embed fit‑for‑purpose initiatives, providing insight on the impact within specific business areas and ensuring projects/programmes are fully delivered.
  • Overseeing the application of Amey policies and practices, championing consistency and supporting line managers to implement them effectively.
  • Supporting TUPE activity, including due diligence, consultation and employee engagement.
  • Supporting and project‑managing business restructures, including employee communications, consultation, timelines and cost management.
  • Delivering people management training within business units and facilitating focus group sessions where required.
  • Supporting mobilisations, demobilisations and restructures alongside HR Managers as part of organisational change activities.

We Want To Hear From You If You Are:

  • CIPD qualified to Level 5 (or working towards it) and keen to continue developing your expertise.
  • An experienced People Professional from a similar‑sized organisation and sector, bringing a strong blend of HR service delivery experience.
  • Knowledgeable in HR service delivery, with a solid understanding of the operating model, how it works in practice and how to make it even better.
  • Able to confidently apply legal knowledge in real‑world situations, translating complexity into practical, actionable solutions.
  • Commercially minded, with an appreciation of the challenges faced within our sector and by our clients.
  • A positive and flexible team player who thrives on collaboration, problem‑solving, and making a meaningful impact.
