We are excited to offer a fantastic opportunity for a permanent Transport Manager to join our dynamic Staffordshire County Council Account in Stafford.

This role will be carried out on-site at 1 Tipping Street, Stafford, ST16 2DH.

The Transport Manager is responsible for the safe, compliant, and efficient management of transport operations within their designated operating centres.

The role ensures all fleet, driver, and transport activities meet UK road transport legislation, mandatory Operator Licence (O Licence) undertakings, and Amey internal standards.

The Transport Manager directly supports operational delivery by maintaining full statutory compliance, preventing vehicle misuse, and ensuring all drivers and vehicles operate legally, safely, and professionally.

What You’ll

Do

  • Core O Licence Compliance Responsibilities
  • Keeping vehicles fit and serviceable - ensuring safety inspections, routine maintenance, MOT preparation, and repairs are completed on time, with defects rectified promptly.
  • Keeping accurate maintenance records - ensuring complete, accurate, and accessible audit ready records for at least 15 months.
  • Ensuring drivers observe rules on drivers' hours & tachographs - monitoring infringements, educating drivers, and enforcing compliance through systems and controls.
  • Ensuring drivers report defects - maintaining robust daily walk around checks, ensuring defects are reported, repaired, and documented.
  • Preventing vehicle overloading - ensuring safe and legal loading practices and preventing unsafe or non-compliant movements.
  • Ensuring suitable operating centres - ensuring sites have adequate parking, safety arrangements, and sufficient maintenance capacity.
  • Notifying the Traffic Commissioner of material changes - escalating any business, fleet, management, or operating centre changes without delay.
  • Maintaining good repute - ensuring your conduct, decision making, and supervision uphold the professional standards required by the Traffic Commissioner.
  • Operational Responsibilities
  • Manage all transport activities in accordance with O Licence conditions, UK legislation, and Amey policies/procedures.
  • Ensure vehicles are roadworthy, taxed, insured, plated, and fitted with required safety equipment (e. g. Direct Vision, conspicuity markings, speed limiters, tachographs).
  • Maintain accurate event planning: inspections, LOLER/PUWER, MOT, services, calibrations.
  • Ensure robust driver eligibility checks: licence validity, CPC, medical fitness, digital card, and six-monthly driver licence checks.
  • Oversee daily defect reporting, ensuring correct completion of Checked Safe or equivalent systems.
  • Immediately elevate and implement Vehicle Off Road (VOR) controls when safety defects are identified.
  • Ensure compliance with loading regulations, dangerous goods identification, and safe stowage.
  • Support Road Traffic Collisions investigations and manage any resulting corrective actions.
  • Compliance Management & Audit Readiness
  • Lead or support site audits and inspections; implement action plans from audit findings.
  • Maintain audit ready documentation for fleet, drivers, training, and maintenance records.
  • Challenge noncompliance and elevate risks to senior management.
  • Monitor OCRS trends and implement improvements.
  • Ensure data integrity across fleet systems, tachograph systems, and maintenance platforms.
  • People, Culture & Training
  • Provide toolbox talks, driver briefings, and compliance led training.
  • Promote a culture where safety, legality, and professionalism are non-negotiable.
  • Support driver behaviour improvement, including infringements, collisions, and poor conduct.
  • Promote Amey values and professional standards, acting as an ambassador for safety and compliance.
  • Fuel, Resource & Asset Management
  • Support efficient fuel management, including monitoring consumption, misuse, and security.
  • Manage vehicle allocation, keys, and fleet utilisation.
  • Support development and implementation of Vehicle Husbandry Plans
  • Health, Safety, Environment & Quality
  • Promote a safety-first approach across all fleet operations.
  • Report hazards, near misses, vehicle defects and safety concerns promptly.
  • Support implementation of the Vehicle Husbandry Plan and safe systems of work.

Qualifications and Experience

  • Full, clean UK driving licence (Class 1 preferred)
  • Transport Manager CPC in Road Haulage Operations (National or International as required)
  • Membership of a recognised professional body (IRTE, IMI) desirable
  • Up to date knowledge of road transport legislation, O Licence undertakings, tachograph law, and driver compliance.
  • Operational experience in transport, logistics, fleet, or related sectors
  • Experience managing compliance in a regulated environment
  • Strong organisational, numerical, and administrative skills
  • Logical thinker with analytical capability
  • Understanding of vehicle engineering, maintenance, and workshop environments
  • IT literate with experience using fleet and compliance systems
