The Proposals and Contracts Engineers are responsible for understanding aspects of the offshore market sector, developing proposals in conjunction with operations and marketing for submission to clients. The Proposal Engineers assist sales and consulting services to both new and existing clients in support of the overall strategic and business objectives.

What You Will Do:

  • Follow the ABS offshore proposal/project generation process.
  • Gather client relevant information to assist in preparing proposals based on feedback from Business Development and/or Opportunity Owners.
  • Utilize the pricing tool and/or fee schedule for the performance of the fee estimation, within local and regional level.
  • Draft, edit and finalize proposals, with interaction of Business Development/Opportunity Owners and SMEs.
  • Provide data analysis queries including benchmarking, utilizing ABS’ available software platforms and provide output report(s) as necessary.
  • Manage an entire proposal effort and liaise with the Opportunity Owner to ensure all bid information is received in a timely manner to allow for development, review and approval of the formal proposal.
  • Assist in Business Development and/or Opportunity Owners to prepare proposal related slides and executive summary for senior management alignment and approval.
  • Submit the proposal internally to the Business Development and/or Opportunity Owners for obtaining the appropriate approval, based on the current delegation of authority.
  • Ensure that the issuance of final agreements and contracts is in alignment with ABS scope and received in a timely manner to allow for review and approval by the Client and/or Business Development and/or Opportunity Owners, as applicable.
  • Ensure the renewal proposal process is prepared within the appropriate deadlines, before the expiration of the existing agreements at local level.
  • Provide ongoing communications with Business Development and/or Opportunity Owners and other departmental individuals regarding proposal/project status.
  • Responsible for the maintenance of each customer’s proposal files, including ongoing update of electronic databases, client’s supplier registration, agreements and contracts tracking lists, calculation files, correspondence files, and program files.
  • Maintain the integrity of the document filing system.

What You Will Need:

  • Graduate from University with Bachelor's degree or recognized equivalent in appropriate technical discipline is preferred; should have previous related marine and/or offshore energy industry experience: B.S. degree in Marine, Naval Architecture, Mechanical, Electrical Engineering, or other related disciplines.
  • Preference for graduates from a marine-industry recognized college or university.
  • Good command of English language.
  • Demonstrated computer literacy in financial analysis software shall be considered as an advantage.
  • Zero to Three (3) years of a mix of related engineering and business development experience in a business development role, shipyard, design/consulting office, shipping/oil company, or a classification society.

  • Proficient in database and word processing software, particularly MS Word, Excel, Outlook, SharePoint, PowerPoint, and Teams.
  • Ability to work effectively in a quick-paced environment individually and as part of a team.
  • Good/excellent decision making and organization skills.
  • Good oral and written communications skills.
  • Proficiency in writing well formatted concise executive summaries.
  • Have excellent telephone/communication skills.
  • Ability to work with minimal supervision.
  • Ability to work with several proposals simultaneously.
  • Exhibit teamwork.
  • Concerned about accuracy of work performed.
  • Agile and flexible in achieving duties.
  • Ability to develop initial process flows and graphics in PowerPoint or MS Publisher to be further developed by graphic artists.

Reporting Relationships:

Reports to a Manager, Director or Executive level position.
