About Bristol City Leap
Bristol City Leap is an innovative 20-year partnership between Bristol City Council and Ameresco to accelerate green energy investment in Bristol and support decarbonization of the city.
This initiative aims to deliver a significant increase in renewable energy and decarbonized heat, creating a cleaner, greener, and healthier environment. Over five years, Bristol City Leap will invest nearly £500 million into low-carbon infrastructure, including solar, wind, heat networks, heat pumps, and energy efficiency measures, helping Bristol achieve carbon neutrality by 2030.
It will also deliver over £60 million of social value, including:
- Creating over 1000 jobs, apprenticeships, and work placements.
- Launching a Community Energy Development Fund worth £1.5 million.

Role Overview:
This is a new opportunity for a Development Manager within Bristol City Leap’s Development Team. The role involves developing Bristol City Leap’s portfolio of low-carbon energy projects across Bristol City Council’s estate and with other clients. Technologies include solar PV, wind, energy efficiency, heat pumps, EV charging infrastructure, and batteries, during the development phase from sales to contract award.
The role requires strong project and program management skills, technical expertise, and the ability to liaise effectively at all organizational levels. The position is based in Bristol, UK.
Key Responsibilities:
Project Development:
- Lead project development from sales to contract award.
- Primarily focus on EV projects, with potential involvement in other renewable or energy efficiency projects.
- Manage timelines, budgets, and deliverables.
- Coordinate design, planning, procurement, engineering, and delivery workstreams.
- Enhance success rates and timelines for project initiation.
- Coordinate planning, grid applications, and EIAs as needed.
- Control project programs and risk management processes.
Commercial:
- Negotiate contracts including PPAs, EPC agreements, land leases, etc.
- Stay informed on market trends, policies, and emerging technologies.
Quality:
- Prepare and submit proposals, presentations, and reports.
- Manage high-quality project programs.
Strategic Planning:
- Align projects with strategic business objectives.
Relationship Management:
- Build relationships with Bristol City Council, clients, and stakeholders.
- Manage external consultants.
- Collaborate with council colleagues on decarbonization opportunities.
- Respond proactively to potential client inquiries.
Interfacing with teams across disciplines is vital.
Minimum Qualifications:
- Relevant degree (engineering or equivalent) and/or industry experience.
- At least 5 years’ experience in energy project development.
Skills/Experience:
- Minimum 5 years in energy services, renewable, or clean tech project development.
- Experience with EV projects is preferable but not essential.
- Knowledge of renewable and low-carbon technologies like solar PV, heat pumps, etc.
- Formal project management qualification (PMP/APMP) is desirable.
- Commercial awareness and negotiation skills.
- Ability to manage multiple projects and complex business cases.
- Excellent communication skills with diverse stakeholders.
- Advanced IT skills (Word, PowerPoint, Excel, MS Project).
