Role Summary

This is a senior client-side assurance and commercial governance role supporting major heavy civil infrastructure packages at Sizewell C. The position is focused on challenging and validating Target Outturn Cost (TOC) submissions, ensuring procurement strategies, cost estimates, risk allowances, and pre-construction planning are robust, auditable, and aligned with programme objectives.

Key Responsibilities

  • Lead assurance reviews of TOC submissions across major heavy civils packages.
  • Challenge cost estimates, risk allowances, pricing methodologies, and commercial assumptions.
  • Review QSRA/QCRA analyses and ensure compliance with governance frameworks.
  • Support procurement strategy, TOC development, contract reviews, and negotiations.
  • Manage key stakeholder interfaces and lead assurance workshops and governance forums.
  • Assess project risks, challenge contingencies, and validate value engineering and cost optimisation initiatives.

Here's What You'll Need

  • Experience in major infrastructure/heavy civils.
  • Strong background in pre-construction, estimating, procurement, quantity surveying, and commercial management.
  • Experience reviewing and challenging TOC/target cost submissions.
  • Working knowledge of QSRA/QCRA Monte Carlo risk analysis, contingency management, and cost planning.
  • Understanding of NEC/PAA contracting models.
  • Ability to lead assurance reviews, stakeholder engagement, and governance forums.
  • Tier 1 contractor, consultancy, or major project delivery background.
  • Degree-qualified in QS, Commercial Management, Civil Engineering, or similar.
  • MRICS or equivalent professional accreditation desirable.
