We are seeking an experienced and proactive Construction Buyer to join our growing team. The successful candidate will have a minimum of 3-5 years' experience in a purchasing or procurement role within the construction or civil engineering sector. The Buyer will be responsible for sourcing, negotiating, and purchasing materials, plant, equipment, and subcontract services to support successful project delivery while ensuring best value, quality, and compliance with company procedures. This role requires strong commercial awareness, excellent negotiation skills, and the ability to build and maintain effective relationships with suppliers, subcontractors, and internal stakeholders.

Key Responsibilities

  • Procure construction materials, plant, equipment, and services in line with project requirements and procurement schedules.
  • Obtain and evaluate quotations from suppliers and subcontractors to ensure best value and quality.
  • Negotiate pricing, delivery schedules, payment terms, and supply agreements.
  • Issue purchase orders and maintain accurate procurement records.
  • Monitor supplier performance, ensuring adherence to quality, cost, and delivery expectations.
  • Develop and maintain strong relationships with existing suppliers while identifying new sourcing opportunities.
  • Work closely with project managers, quantity surveyors, and site teams to forecast purchasing requirements.
  • Monitor market trends and material price fluctuations to identify cost-saving opportunities.
  • Resolve supply chain issues, shortages, and delivery delays efficiently.
  • Ensure procurement activities comply with company policies, contractual requirements, and relevant regulations.
  • Support the preparation and management of procurement budgets and cost reports.
  • Assist in supplier evaluations, audits, and framework agreement reviews.
  • Maintain up-to-date supplier databases and procurement documentation.

Essential Requirements

  • Minimum 3-5 years' experience in a Buyer, Procurement, Purchasing, or Supply Chain role within the construction, civil engineering, infrastructure, or related sectors.
  • Proven experience sourcing construction materials and negotiating with suppliers.
  • Experience managing multiple procurement packages across various projects.

Skills & Knowledge

  • Strong negotiation and commercial management skills.
  • Excellent understanding of construction materials, supply chains, and procurement processes.
  • Ability to interpret technical specifications, drawings, and project requirements.
  • Strong analytical and problem-solving abilities.
  • Proficiency in Microsoft Office, particularly Excel.
  • Experience using procurement, ERP, or accounting software.
  • Excellent organisational and time-management skills.
  • Strong communication and relationship-building abilities.

Qualifications

  • Degree, HNC/HND, or equivalent qualification in Construction Management, Quantity Surveying, Supply Chain Management, Procurement, or a related discipline (preferred).
  • Membership or working towards membership of CIPS (Chartered Institute of Procurement & Supply) is advantageous.

Desirable Criteria

  • Experience working on large-scale construction or civil engineering projects.
  • Knowledge of NEC and/or JCT contracts.
  • Familiarity with sustainable procurement practices.
  • Understanding of health, safety, and environmental requirements within the construction industry.
