Overview: Engineering Manager (CEM) – Region: North Wales (Rail / Civil Engineering). Location: North Wales (projects across Mid & North Wales, incl. North Wales Coast).
The Opportunity: A fantastic opportunity has arisen for an experienced Engineering Manager (CEM) to join AmcoGiffen’s Wales business, leading engineering delivery on a portfolio of CP7 rail infrastructure projects across Mid and North Wales. This role will play a key part in delivering critical schemes including the North Wales Coast Footbridges Enhancements Programme, a vital project supporting planned train frequency increases between Chester and Llandudno Junction, alongside a range of civil structures renewals projects. All works are delivered under Design & Build contracts, providing an opportunity to influence engineering solutions from concept through to delivery and handback.
The Role: As Engineering Manager (CEM), you will be responsible for leading the engineering function across allocated projects, ensuring full compliance with Network Rail standards and governance. You will oversee projects from initial remit through design, construction, and final handback, working closely with Project Managers, CREs, designers, and clients.
Key responsibilities:
- Acting as Contractor’s Engineering Manager (CEM) in accordance with Network Rail requirements
- Leading the engineering management and assurance process across multiple projects
- Managing design delivery (internal and external designers) within a Design & Build environment
- Reviewing remits and defining appropriate engineering strategies and deliverables
- Ensuring compliance with GRIP / PACE processes and technical standards
- Chairing and managing design reviews and technical approvals
- Reviewing and approving key documentation (drawings, specifications, WPPs, CPPs, TBs)
- Providing technical leadership on construction methodology and buildability
- Supporting safe, efficient, and compliant project delivery through all lifecycle stages
In addition to CEM duties, you will periodically undertake CRE responsibilities, making strong technical and construction knowledge essential.

Essential Skills & Experience:
- Proven experience as a CEM within a rail contracting environment
- Strong background in civil engineering projects (structures, bridges, stations, rail assets)
- Experience managing engineering in Design & Build contracts
- Ability to oversee full project lifecycle from remit to handback
- Excellent knowledge of Network Rail standards and engineering governance
- Strong construction methodology and buildability expertise
- Ability to undertake CRE duties when required
