About the Opportunity
To support recent framework awards including Mersey Rail and ongoing CP7 work bank, we are seeking an experienced Contractors Engineering Manager (CEM) to join our North West & Central team. This is a key appointment supporting a growing portfolio of schemes delivered through Network Rail Asset Protection (ASPRO). The programme will focus on multi-disciplinary rail infrastructure works across rail, civil, and station infrastructure projects.
The Role
As Engineering Manager, CEM, you will play a critical leadership role within project delivery teams, managing the engineering and design process across a portfolio of rail projects. You will work closely with Project Managers, CREs, and clients to ensure safe, compliant, and efficient project delivery, aligned with Network Rail standards and governance processes.
Key Responsibilities
- Lead and manage the engineering function across allocated projects
- Oversee and coordinate multi-disciplinary design delivery (internal & external)
- Act as the primary engineering interface with Network Rail Asset Protection (ASPRO)
- Ensure compliance with GRIP / PACE processes and Network Rail standards
- Review and approve engineering documentation, including:
- Designs and specifications
- Construction methodologies
- Work Package Plans (WPPs) and Task Briefs
- Chair and participate in design and engineering reviews
- Provide technical leadership and guidance across project teams
- Ensure engineering risks are identified, mitigated, and managed throughout the lifecycle
About You
To succeed in this role, you will be an experienced Engineering Manager with a strong track record in rail civil engineering and multi-disciplinary delivery.
Essential Experience & Skills
- Previous experience as a Contractors Engineering Manager (CEM) within rail
- Approved (or previously approved) by Network Rail as a CEM
- Strong experience delivering AfA / Access for All, stations, platforms, and civils schemes
- Proven background in multi-disciplinary rail projects (civils, structures, buildings)
- Excellent design management and stakeholder coordination skills
- Experience working within Network Rail Asset Protection environments
Qualifications
- Degree, HNC, or HND in Civil Engineering (or equivalent experience)
- PTS (Personal Track Safety)
- Relevant project / engineering management qualifications
Location Based from Warrington, supporting projects across the North West (Manchester / Liverpool region). Flexibility to travel across project sites as required.
