About the Business Unit
Our Scotland region delivers a diverse range of multi-disciplinary civil engineering projects and long-term frameworks, supporting key clients including Network Rail, Local Authorities and environmental/public bodies. Projects typically include:
- Highways & roads
- Underbridges, overbridges and footbridges
- Tunnels and structures
- Flood alleviation, scour protection and coastal works
- Earthworks, embankments, platforms and station infrastructure
We currently deliver multiple live infrastructure projects and long-term frameworks including but not limited to Civils Asset Management (CAM) and Renewals Enhancement Framework (REF).
The Role
As Engineering Manager / CEM, you will provide engineering leadership across schemes from early design development through construction, commissioning and handback. You will act as the key technical authority, ensuring compliance with governance, standards and client requirements across our Scotland civil engineering portfolio.
Key Responsibilities
- Design & Technical Leadership
- Manage the full design development process in accordance with Network Rail standards.
- Develop and agree engineering deliverables suited to project scope and complexity.
- Lead and facilitate design reviews (IDC/IDR), ensuring technical robustness and adherence to standards.
- Oversee documentation including CPPs, WPPs, Task Briefings, specifications and drawings.
- Stakeholder & Project Interface
- Work closely with clients, designers and project teams to secure design approvals.
- Ensure clear communication of standard changes, technical risks and design constraints.
- Support planning, estimating, commercial and operational teams through the full lifecycle.
- Construction Oversight & Assurance
- Oversee site investigations, construction stages, commissioning and handback.
- Approve construction methodologies and ensure alignment with engineered design intent.
- Prepare and manage Health & Safety Files and close-out documentation.
- Quality, Safety & Governance
- Ensure all engineering activities are delivered safely, to quality, and in compliance with legislation, standards and CDM requirements.
Ideal Candidate Profile
- Chartered Engineer (ICE or equivalent) or working towards Chartered status.
- Recognised and accepted as a CEM within a rail contracting organisation.
- Significant experience in rail civil engineering, ideally within multi-disciplinary environments.
- Strong working knowledge of Network Rail processes, assurance, and engineering governance.
- Ability to lead teams, influence stakeholders and steer schemes through complex technical challenges.
- Confident managing design, approvals, construction engineering assurance and technical risk.
- Full UK driving license.
