We’re seeking an experienced Capital and Treasury Manager to lead the Council’s Capital Programme and treasury management functions. Reporting to the Deputy Section 151 Officer, you’ll play a key role in shaping the Council’s long-term financial resilience, ensuring our investment, borrowing and capital planning activities are robust, compliant and strategically aligned with corporate priorities.

In this senior role, you will oversee the development and delivery of the Council’s Capital and Treasury Management Strategies, ensuring adherence to statutory regulations, CIPFA codes and internal policies. You’ll lead the management of cashflow, investments and borrowing, providing clear insight into treasury performance, risk and market developments. You’ll also take ownership of capital programme planning, monitoring and reporting—supporting major projects, advising on funding options and ensuring accurate capital budgets, forecasts and statutory returns.

As a people leader, you’ll manage and develop a team of Capital and Treasury Officers, fostering strong performance, continuous improvement and a collaborative approach to financial stewardship. You’ll produce high-quality financial reporting, support preparation of the Medium-Term Financial Strategy, and work closely with senior officers—including the Chief Finance Officer—on budget setting, capital programme development and treasury strategy preparation.

You will also contribute to year-end accounting, audit processes, and the preparation of capital and treasury-related disclosures, ensuring transparency and strong financial governance across the authority.

What we’re looking for:

  • Full CCAB qualification (CIPFA, ACA, ACCA or CIMA)
  • Experience in a similar Local Authority role (desired)
  • Strong technical knowledge of treasury management, capital financing and financial strategy
