We are now looking for a Senior Digital Project/Change Manager with strong policy experience to lead a high‐impact transformation programme working closely with senior leaders and policy teams. You will lead the delivery of a digital and organisational change initiative, bringing structure, clarity, and momentum to a programme that spans policy development, process redesign, and stakeholder engagement. This role blends digital project delivery, policy expertise, and change management, making it ideal for someone who thrives in complex, multi‐stakeholder environments.

You will work closely with leadership teams, facilitate decision‐making, and help upskill an existing policy function while ensuring governance, risk, and data‐driven design are embedded throughout.

What you’ll do:

  • Lead end‐to‐end delivery of digital and organisational change initiatives
  • Apply Agile, Waterfall, or hybrid delivery methods as appropriate
  • Manage timelines, risks, dependencies, and reporting to senior stakeholders

Policy & Process Expertise

  • Work with policy teams to articulate policy positions and translate insights into clear documentation
  • Produce policy papers, briefings, and supporting materials
  • Enhance and streamline policy processes, ensuring they are data‐informed and fit for purpose
  • Upskill and mentor a small policy team (3 members)

Leadership & Stakeholder Engagement

  • Facilitate leadership discussions and decision‐making forums
  • Build strong relationships across senior stakeholders, including charity executives and external partners
  • Lead workshops, discovery sessions, and collaborative design activities
  • Ensure governance and risk processes are followed and continuously improved
  • Use data and evidence to inform process design and programme decisions
  • Provide clear, structured reporting to governance boards

What we’re looking for:

  • Strong background in digital project or programme management
  • Proven experience in change management within complex organisations
  • Experience working in policy functions (charity, public sector, think tank, or regulated environment)
  • Ability to translate findings into policy papers and strategic documentation
  • Excellent stakeholder management and workshop facilitation skills
  • Experience following governance and risk frameworks
  • Ability to use data to inform design and decision‐making

Highly Desirable:

  • Experience in consultancy or multi‐client environments
  • Familiarity with SFIA levels and public‐sector delivery standards
